Overview: The NZ Transport Agency invites Registrations of Interest (ROI)) from planning/engineering consultants, who have the right people with the necessary vision, experience, capacity, understanding and commitment to deliver outstanding outcomes to enter into a Professional Services Planning Alliance on the East West Connections project. The initial scope of the Alliance is to secure Route Protection via Designation and Resource Consents to enable the project to be construction ready by 2017. The key components of the Planning Alliance will comprise:
a) Confirming and refining the preferred corridor for a new state highway between the SH 1 and SH 20;
b) Producing an appropriately detailed set of reports, plans and drawings to support the Notice of Requirement and resource consent applications;
c) Producing the Notice of Requirement and resource consent applications suitable for lodgement with the Environmental Protection Authority;
d) Expert advice to support route protection;
e) Preparing evidence suitable for presentation at a hearing, representing NZTA at the hearing and presenting expert evidence;
f) Assisting with resolution of any appeals;
g) Developing the Principal's Requirements for the subsequent detailed design and construction phases of the project for delivery under a separate contract.
Proponent shall consist of a consortium of constituent organisations who can collectively provide the following core competencies:
a) Statutory planning;
b) Project management;
c) Development of roading, traffic, structures, and environmental design;
d) Geotechnical investigation and interpretation and design;
e) Risk management and value engineering;
f) Consultation and stakeholder engagement;

The project is for refurbishment of existing ward 3. The ward will be 50% occupied to allow for the project to be completed in two stages.
The works will need to be closely managed between WDHB PM and selected contractor. Reducing or better avoiding noise, production of dust and disturbance to wards above and below and the occupied part of Ward 3. Maintaining the hospitals business as usual will be a critical success factor for the project. The project programme will need to be developed and agreed with the WDHB prior to commencement. This may mean that the logical sequence of may not be achievable.
Works generally will consist of demolition, partitioning, replacement of floor coverings, decoration to walls and ceilings, installation of hospital specific accessories to walls, services and fire protection works.
