    AUSTRADE. 2015 REVIEW OF THE EXPORT MARKET DEVELOPMENT GRANTS (EMDG) SCHEME. Call for Submissions.
    Overview: The Review is to be completed and a written Report provided to the Minister by 30 June 2015.
    A program of public hearings will be posted on the website.
    The Review will be a comprehensive examination of the effectiveness of the Export Market Development Grants (EMDG) scheme, and will be carried out from January to June 2015.
    Reviewer: On 10 December 2014, in accordance with Section 106A of the Export Market Development Grants Act 1997 (as amended), the Hon Andrew Robb AO MP, Minister for Trade and Investment, announced the appointment of Mr Michael Lee, the former Chief Executive Officer of Zip Industries, as the Reviewer for the 2015 Review of the EMDG scheme.
    Secretariat: A Secretariat for the Review, reporting to Mr Lee, has been established in Austrade.

    Submissions: Submissions, which are to address the Terms of Reference for the Review, are to be: · formatted in Microsoft Word; or saved as a PDF document;
    · a maximum of 10 Mb in size; and
    · are to be emailed to: EMDGReview2015@austrade.gov.au by 5.30 pm (Eastern Daylight Saving Time) 27 February 2015.
    Terms of Reference: The Review of the Export Market Development Grants (EMDG) scheme must satisfy the requirements of Section 106A of the Export Market Development Grants Act 1997 (as amended) 'the EMDG Act'.
    In conducting the review, the effectiveness of the EMDG scheme should be examined and a report provided to the Minister for Trade and Investment which addresses, but is not limited to, the following:
    1) Whether the EMDG scheme, as currently structured, is effective in:
    · increasing the number of businesses that develop into new exporters
    · increasing the number of businesses that achieve sustainability in exporter markets and generate additional exports
    · further developing an export culture in Australia
    Taking into account:
    The scheme's provisions including the eligibility of:
    · individuals, businesses and organisations
    · products and services that applicants may seek to export
    · the export promotion expenses that applicants may incur and the adequacy of coverage of export promotional costs
    · other scheme parameters
    The need for:
    · simplicity in scheme rules
    · limitations on compliance costs for applicants and administrative efficiency
    · scheme accountability, and the proper management of public money, and
    · consistency with overall government policy
    2) Having regard to these issues whether the EMDG scheme should be extended and if so:
    · the period of extension
    · options for improved performance of the scheme
    · options for funding scheme administration costs.
    Conduct of the Review: The Review will be conducted as follows:
    · The scope of the Review will be set by the Reviewer, using as a basis the Terms of Reference approved by the Minister for Trade and Investment and the legislative requirement;
    · Public submissions will be called for;
    · The views of industry, exporters and those seeking to get into export markets; and other interested entities and individuals; will be sought and taken into account, through a series of face-to-face meetings to be held around Australia and via submissions received;
    · Submissions received will be publicly available on this website.
    · Existing Austrade and Australian Bureau of Statistics research information, including, in particular, Austrade's annual client satisfaction survey and client feedback data, previous EMDG reviews and a literature review of firms' export promotional activities and their effects; will be taken into consideration;
    · Two research studies, which build on previous similar studies carried out in 2008 and 2009, will be commissioned to inform the Review, including an Econometric Study and a Survey of the impact of the scheme on exporters and the Australian economy; and
    · The Reviewer will prepare a Report and Recommendations to the Minister for Trade and Investment by 30 June 2015.
    Legislative basis - extract from the Export Market Development Grants Act 1997 (as amended)
    Section 106 A Review of the scheme sets out that:
    ( · 1) Not later than 1 January 2015, the Minister must cause a person or body (other than the person or body that administers the export market development grants scheme) to conduct a review of the scheme for the purpose of making recommendations about the continuation of the scheme.
    · (2) In conducting the review, submissions from the public must be called for and public hearings may be conducted.
    · (3) The review must be completed, and a written report provided to the Minister, by a date determined by the Minister that is not later than 30 June 2015.
    · (4) The Minister must cause a copy of the report to be laid before each House of the Parliament within 15 sitting days after receiving it.

    Description: AFMA's in-house Observer Program places observers (independent of the fishing industry) on fishing vessels to provide reliable and verified information on fishing catch, effort, and practices onboard fishing vessels operating in Commonwealth waters. The program also monitors the impact of fishing on the broader marine environment including Threatened, Endangered and Protected species.
    The purpose of testing the market is to see whether an external provider could operate the Observer Program more cost effectively, whilst still ensuring that the quality of the program is not compromised and AFMA's ability to meet its legislative requirements continues. Ensuring the sustainability of Australian fisheries is, and will continue to be, a priority for AFMA.
    Market testing does not mean AFMA will be outsourcing the Observer Program but is conducting an Expression of Interest to assess what the market could provide in terms of capability, quality and cost effectiveness. At the completion of market testing, AFMA will decide whether or not it is worthwhile conducting a tender process with the aim of outsourcing the Observer Program.
