    Description: The Customer wishes to appoint an appropriately experienced organisation for the provision of reinsurance brokerage services to assist in reaching its corporate strategic goals and legislative obligations.
    Traditionally the Scheme had had significant levels of quota share reinsurance placed directly by the Customer. The Customer seeks advice on whether other reinsurance solutions are more appropriate to:· allow it to continue to run a sustainable, viable first resort home warranty scheme;
    · allow it to continue to meet APRA capital requirements;
    · limit exposure for rare catastrophic events;
    · reduce volatility caused by large claims; and
    · reduce volatility caused by significant claims experience, perhaps as a result of the reforms and the inherent uncertainty that comes with change.
    It should be noted that as a statutory insurer the Customer is not required to meet APRA requirements, nevertheless it voluntarily chooses to do so except where a business case is developed by management and approved by the Board.
    The broker will formally report to the Queensland Building and Construction Board and/or Insurance & Risk Committee as required. On a 'day to day' basis the broker will be expected to work co-operatively with the Director Insurance Services and Chief Financial Officer.
    The Customer has issued this Invitation to Offer with the goals of:· Obtaining advice and assistance in the selection the appropriate reinsurance solution for the Customer's needs; and
    · Placement of reinsurance at better rates than if reinsurance were placed directly.
