    Suicide is the most common cause of death in Australians aged 15 to 44 years, accounting for around 2,500 deaths in Australia each year. In 2014, there were 2,864 suicide deaths, with suicide identified as having the highest years of potential life lost (97,066 years) of all causes of death. In addition to the premature loss of life, suicide can have a profound and lasting negative impact on families, workplaces and communities. Although the individual causes of suicide are complex, there are well recognised risk and protective factors which can be addressed to prevent suicide.
    The Contributing Lives, Thriving Communities- Review of Mental Health Programmes and Services (the Review) highlighted concern within the community about the lack of coordination in suicide prevention programs and supplication between Commonwealth and state/territory efforts. Consultation undertaken by the Government reaffirmed support for a new, systems-based, regional approach to suicide prevention. There is particular imperative to improve follow-up for people who seek help for suicidal behaviors, especially in the high risk period following a suicide attempt, and to address the current inconsistency and ambiguity in responsibility for providing this follow-up which sometimes exists.
    In October this year, the PHN conducted a Suicide Prevention Co-design session. Representation covered a broad spectrum of participants from the local police force, media, various not-for-profit organisations who provide mental health services across the south western Sydney (SWS) region, mental health medical practitioners, the South Western Sydney Local Health District, educators, survivors of suicide attempts and carers of people with mental health issues, and organisations supporting Culturally and Linguistically Diverse communities and young people. As a result of the co-design session, a number of key priorities were identified via a gap analysis between current suicide prevention methodologies deployed in the SWS region and the evidenced-based systems approach to suicide prevention as outlined in the Black Dog Institute report, An evidence-based systems approach to suicide prevention: guidance on planning, commission and monitoring, published in 2016 by the Commonwealth of Australia.
    The priorities identified in the co-design session contribute to the suicide prevention activities to be commissioned by the PHN in this Request for Proposal.
    The key outcomes the PHN is seeking to address in commissioning Suicide Prevention Activities are to:
    - Enhance access to gatekeeper training opportunities through integration with existing service providers
    - Develop and support suicide prevention and postvention networks across SWS
    - Improve the coordination of response after a suicide attempt, to ensure that residents of South Western Sydney receive follow-up support, particularly following discharge from hospital.
    - Reduce access to means for suicide through a coordinated approach with relevant organisations and improved data collection.

    South Eastern Melbourne PHN (SEMPHN) is pleased to invite proposals from organisations to provide low intensity mental health services for the SEMPHN catchment for implementation by Wednesday, 1 March, 2017.
    ABOUT THE TENDERER: SEMPHN was established in July, 2016 and is one of a nationwide network of Primary Health Networks (PHNs) that have been created as part of the Australian Government's current National Health Reforms. PHNs have the key objectives of increasing the efficiency and effectiveness of health services for patients, particularly those at risk of poor health outcomes, and improving coordination of care to ensure patients receive the right care in the right place at the right time.
    The SEMPHN catchment encompasses an area comprising 1.4 million people and stretches from St Kilda to Sorrento and as far east as Bunyip, including the major population hubs of Monash, Dandenong, Moorabbin, Caulfield, Cranbourne, Frankston and Pakenham.
    As a lead site for primary mental health care, SEMPHN is charged with the development and modelling of innovative approaches to regional planning, integration and stepped care in primary mental health care. This includes innovative approaches to pilot low intensity mental health care interventions, specifically a range of peer-based community support initiatives to support the mental health needs of the region.
    ABOUT THE TENDER: Commissioning Low Intensity Mental Health Services.
    SEMPHN is seeking an interested organisation to deliver via a pilot the following peer-based community support initiatives:
    - Telephone and email based helpline.
    - Peer training, education and support.
    - Peer online forum.
    - Website portal with access to digital resources.
    SEMPHN is seeking to fund an organisation that can demonstrate they are highly skilled in training, engaging and developing peer support workers in the delivery of low intensity mental health interventions, in a nominated region within the SEMPHN catchment from March 1, 2017 to 30 June 2018. The delivery of these initiatives will have a focus on either Dandenong, Frankston or Port Phillip.
    Funding is available to organisations that can demonstrate operational capacity to expand on existing services and pilot these initiatives. Organisations that have expertise in training, engaging and developing peer workers in the delivery of low intensity mental health interventions are encouraged to apply. The total funds available to pilot the peer-based community support initiatives during the contract period in the SEMPHN catchment is $500,000.

    Expressions of interest are now being accepted for those wishing to contribute to the mental health sector from services that are currently providing health and wellbeing services within the Gippsland region.
    Funding is now available for the Psychological Therapies for Underserviced Groups program that have a focus on mental health treatment activity. Funded programs will deliver an integrated and evidence based service based on a stepped care model. The following per annum funding available:
    - Mallacoota and surrounding district $12,000.00 per 6 months (plus an additional 25% rurality loading)
    Services delivered through this funding will be initially contracted from 1 January to 30 June 2017. Programs must be able to demonstrate evidence based outcomes, and strong linkages with the health, community support and complimenting sectors.
