    South Eastern Melbourne PHN (SEMPHN) is pleased to invite proposals from organisations to provide low intensity mental health services for the SEMPHN catchment for implementation by Wednesday, 1 March, 2017.
    ABOUT THE TENDERER: SEMPHN was established in July, 2016 and is one of a nationwide network of Primary Health Networks (PHNs) that have been created as part of the Australian Government's current National Health Reforms. PHNs have the key objectives of increasing the efficiency and effectiveness of health services for patients, particularly those at risk of poor health outcomes, and improving coordination of care to ensure patients receive the right care in the right place at the right time.
    The SEMPHN catchment encompasses an area comprising 1.4 million people and stretches from St Kilda to Sorrento and as far east as Bunyip, including the major population hubs of Monash, Dandenong, Moorabbin, Caulfield, Cranbourne, Frankston and Pakenham.
    As a lead site for primary mental health care, SEMPHN is charged with the development and modelling of innovative approaches to regional planning, integration and stepped care in primary mental health care. This includes innovative approaches to pilot low intensity mental health care interventions, specifically a range of peer-based community support initiatives to support the mental health needs of the region.
    ABOUT THE TENDER: Commissioning Low Intensity Mental Health Services.
    SEMPHN is seeking an interested organisation to deliver via a pilot the following peer-based community support initiatives:
    - Telephone and email based helpline.
    - Peer training, education and support.
    - Peer online forum.
    - Website portal with access to digital resources.
    SEMPHN is seeking to fund an organisation that can demonstrate they are highly skilled in training, engaging and developing peer support workers in the delivery of low intensity mental health interventions, in a nominated region within the SEMPHN catchment from March 1, 2017 to 30 June 2018. The delivery of these initiatives will have a focus on either Dandenong, Frankston or Port Phillip.
    Funding is available to organisations that can demonstrate operational capacity to expand on existing services and pilot these initiatives. Organisations that have expertise in training, engaging and developing peer workers in the delivery of low intensity mental health interventions are encouraged to apply. The total funds available to pilot the peer-based community support initiatives during the contract period in the SEMPHN catchment is $500,000.

    Gippsland PHN is a not for profit primary health organisation with the key objectives of:
    - increasing the efficiency and effectiveness of medical services for patients, particularly those at risk of poor health outcomes; and
    - improving coordination of care to ensure patients receive the right care in the right place at the right time.
    Expressions of interest are now being accepted for those wishing to contribute to the mental health sector from services that are currently providing health and wellbeing services within the Gippsland region.
    Funding is now available for the Psychological Therapies for Underserviced Groups program that have a focus on mental health treatment activity. Funded programs will deliver an integrated and evidence based service based on a stepped care model. The following per annum funding available:
    - Mallacoota and surrounding district $12,000.00 per 6 months (plus an additional 25% rurality loading)

    ABOUT NQPHN:
    Primary Health Networks (PHNs) are independent not for profit organisations, funded by the Commonwealth Department of Health. In the 2014 Budget, the Federal Government announced that PHNs would replace Medicare Locals from 1 July 2015. PHN's have been established with the key objectives of increasing the efficiency and effectiveness of medical services for patients, particularly those at risk of poor health outcomes, and improving coordination of care to ensure patients receive the right care in the right place at the right time.
    Across Northern Queensland, NQPHN will coordinate primary and preventive healthcare that is, the healthcare that takes place outside of a hospital, such as GPs, allied health, chronic disease management, aged care, mental health and Aboriginal and Torres Strait Islander health. Primary health care is recognised as the most effective way to keep communities and individuals healthy and well. The PHN will identify where there are areas of need, such as lack of health care services, difficulty in accessing these services, or regions with particularly high health needs, and work closely with GPs, allied health care providers, hospitals and the broader community to ensure that patients can receive the right care in the right place at the right time.
    ABOUT THE OPPORTUNITY:
    Request for Proposals (RFPs) are sought for the development and implementation of innovative initiatives that enhance the capacity of Aboriginal and Islander Community Controlled Health Services (ACHHOs) and/or Alcohol and Other Drugs (AOD) residential rehabilitation centres to address the needs of Aboriginal and Torres Strait Islander communities in relation to AOD and in particular the drug Ice.
    This workforce development model aims to employ an AOD professional who can incorporate AOD service improvement activities into all aspects of policy and practice.
    NQPHN are requesting proposals that can commence from early 2017. The service delivery period will be agreed between the respondent and NQPHN on a case by case basis but is likely to be between 12 months and 24 months.
    Respondents are required to submit proposals that are in line with goals, actions and outcomes of the Alcohol and Other Drugs Service Development model. Refer to the 'Program Framework' in the attached documentation suite for details.

To meet this commitment, DVA is seeking a supplier with current knowledge and experience in the development and/or provision of suicide prevention programs, to modify an existing program for ex-serving members and their families to add to the current suite of programs delivered by the Veteran and Veterans Families Counselling Service (VVCS). A program that is currently under development or being piloted would also be considered for tailoring.
    The modified program will:· be based on best current available evidence;
    · focus on the unique military experience of the ex-service community;
    · provide ex-serving members and their families with information and skills in recognising and supporting those at risk of suicide or who have attempted suicide; and
    · provide ex-serving members and their family members with self-care strategies.
    The aim of the pilot program is twofold. Firstly, to offer a more flexible and accessible approach to suicide awareness and prevention training, and secondly, to increase the number of people in the broader ADF and ex-service community who have the skills and confidence to recognise the signs of suicide risk in others.
    Conditions for Participation: The Tenderer is financially viable and is able to deliver all required elements of service delivery. Where services or expertise are to be sub-contracted by the Tenderer this is evidenced and documented in the submission.

    Summary of opportunity and QMHC objectives:
    The Queensland Mental Health Commission has issued this Invitation to Offer to engage a consultant to conduct qualitative research about the experiences of people with a lived experience of mental health difficulties, mental illness and problematic alcohol and other drug use who have accessed (or attempted to access) human services in the North West, Central West and South West Hospital and Health Service regions.
    Specifically the research will:· identify the key factors or elements that support service users to take up referrals between services
    · identify the key factors or elements that act as barriers to service users taking up referrals
    · identify what individuals want with a focus on meeting their needs holistically, and
    · identify what good integration and referral processes mean to them.
    The following are outside the scope of the project:
    · Structured interviews with individuals with a lived experience residing outside the North West, Central West and South West Hospital and Health Service regions.
    · People who have not accessed human services (including the Hospital and Health Service) in the North West, Central West and South West Hospital and Health Service regions.
    · Comprehensive service mapping to identify the full range of mental health, alcohol and other drugs, and suicide prevention services in the three regions.
    · The project will not examine the quality of services.
    · Investigation of complaints about service provision.
