    The ATSB is advertising this RFI as an open market approach to allow effective scoping of the market. Should this initial market approach (procurement) progress to the next stage, we will establish a shortlist of suitable vendors from responses to this RFI and advertise a Pre-qualified Tender in accordance with the Commonwealth Procurement Rules "Procurement Method 2".
    The ATSB is undertaking this exercise to identify innovative yet mature cloud based solutions that represent value for money options and establish a solutions list for consideration. The ATSB will be placing a high level of emphasis on the RFI phase of this procurement for the identification of value proposition vendors and solutions.
    The Opportunity: Vendors are asked to submit a detailed services proposal, outlining the products, services and configurations that are proposed by the respondent to meet the ATSB's ICT Service Delivery requirements as defined within Annexure A - ICT Services and Business Needs of the attached RFI documentation.
    The proposal may detail how respondents would address one or more of the ATSB's needs for:· Infrastructure Services - Certified Cloud Services Infrastructure (IaaS, PaaS and SaaS) and Data Storage
    · Secure Gateway and Communications - Certified Secure Gateway services protecting internal WAN, LAN and WLAN services + FedLink
    · End User Computing - End User equipment and environments, service management, Remote Access, File and Print
    · Managed Services - ITIL managed services, Service Desk and compliant support services
    · Information/ICT Security - Information and ICT security management integrated as a service which is PSPF compliant
    · Corporate and Business Applications - Provision, Project Support, Service management
    · Transition In - ATSB Discovery, Transition in Approach and implementation, Disengagement arrangements
    · Performance Management - Relationship management, reporting, contract management
    Detailed rates and prices for the provision and performance of service delivery including transition, support and maintenance of the ICT service(s).

    Overview: The Ministry of Civil Defence and Emergency Management (MCDEM) is deploying a national Cell Broadcast Alerting (CBA) system to enable government agencies to effectively warn at-risk communities of critical adverse events and threats to life, health and property.
    The deployment of a Cell Broadcast capability in New Zealand will enable direct alerting to the public of a critical threat in their location via their mobile handsets.
    This RFP seeks responses from organisations who can provide a web front-end managed service (Cell Broadcast Entity (CBE) as per the 3GPP 23.041 standard) that enables authorised government users across multiple agencies to author and send geo-targeted cell broadcast alerts to the three mobile networks in New Zealand (2degrees, Spark and Vodafone) for broadcasting to the active mobile phones in the defined location. This service will be referred to in this RFP as "CBE-Alert Authoring Tool" or just "CBE".
    In late 2016 a closed RFP to the three New Zealand mobile network providers confirmed all providers will be enabling Cell Broadcast in their existing networks and implementing the Netherlands provider one2many B.V. (trading as one2many) Cell Broadcast Centres (CBCs) to control the distribution of alerts within their mobile networks.
    Integration with the one2many CBCs is a mandatory requirement of the selected CBE - Alert Authoring Tool. We are looking for a fit-for-purpose CBE that will work with the one2many CBCs and can be delivered to meet our timeframes. There is no pre-existing preference for the CBE provider, and we invite experienced providers to respond to this RFP.

    The VPTN was the largest cross-disciplinary biomedical research infrastructure network in Australia, connecting over 140 platform facilities.
    To date, the software is used by 4000 users (academic and industry) to access 28 platforms from 8 Victorian organisations. ARIN currently manages 70,000 bookings/requests per year of over 1000 capabilities (instruments, services and products).
    In October 2015, Monash was notified that the current software was to go End of Life (EOL) by August 2016, and as a result, Monash has resolved to depart using this software by the end of 2017.
    Monash now needs to procure and implement a new software system which will allow the transition of the 18 Monash platforms currently on ARIN to a new solution, and subsequently allow other platforms to deploy this solution to manage their facilities.
    The new model going forward will be to endorse a vendor panel that will allow all CAUDIT member universities to choose the software that suits them best. A list of CAUDIT members can be found at https://www.caudit.edu.au/members.
    The solution will consist of a web-based search portal which will allow researchers to search for resources of interest across all institutions and then redirect the researcher to the institutional booking systems.

    Background:
    1. The Service Delivery and Operations (SDO) Branch of the Department of Internal Affairs (DIA) is responsible for delivering identity and life event related products and services to New Zealanders.

The Transforming the System of Service Delivery (TSSD) Programme, run within the SDO Branch, has been established to redesign services to take them from a product-centric to a customer-centric business model. Through this innovation centred programme the Department is seeking to deliver services in more joined up, effective ways including over digital self-service channels.
    3. The scope of the transformation includes products and services related to life events including births, deaths, and marriages; identity, passports, and travel documents; citizenship and name changes.
    Advance Notice:
    4. DIA intends to publish a number of Request for Information (RFI) documents on the Government Electronic Tender Service (GETS) in April 2017. Through the RFIs the Department will be seeking information from the market to assist with the development of the business case for the TSSD programme of work.
    5. The information gained through the RFI process will also assist in informing the sourcing strategy for any procurement activity required to support the TSSD programme.
    Scope:
    6. DIA is currently finalising the scope of the Services. At this point DIA expects that the Services required will be split into the following clusters:
    a. Transformation Support Services (e.g. business process change, organisational change, etc)
    b. Customer-centric solutions for life event and identity information management
    c. Data services (e.g. data virtualisation (or similar), data quality, business intelligence)
    d. Customer identity and access management
    7. When it releases its RFI documents, DIA will be interested in receiving responses from suppliers that can support delivery of one, some or all of the Services for the above clusters.
