Primary health psychological services have a key role to play in the stepped care continuum of mental health services. The Contributing Lives, Thriving Communities Report described inadequacy in the 'one size fits all' approach of psychological services programmes such as the Better Access to Psychiatrists, Psychologists and General Practitioners though the Medicare Benefits Schedule (Better Access) initiative and the former Access to Allied Psychological Services (ATAPS) program. In response, PHN's are required to review existing primary health psychological services and realign these services to improve access to psychological care for underserviced population groups.
The key outcomes the PHN is seeking to address in commissioning primary health psychological services for underserviced groups are to:
    - Improve availability and accessibility to psychological treatment for people from underserviced groups who typically do not engage in traditional models of care
    - Improve integration between primary care, mental health services and the social services sector to provide patient centred approaches to care
    - Enhance the flexibility of psychological services so consumers receive service commensurate with their need
    - Utilisation of outcome measures to evaluate the effectiveness of the service, including client outcome and client experience measures
    - Enhance availability of culturally appropriate and tailored interventions for Aboriginal and Torres Strait Islander communities
    - Enhance availability of culturally appropriate and tailored interventions for culturally and linguistically diverse populations
    - Enhance availability of tailored interventions for people living in target socioeconomically disadvantaged regions
    - Enhance availability of tailored interventions for people living in geographically isolated parts of Wollondilly and Wingecarribee Local Government Areas
To be eligible to apply, the Respondent must be a legal entity. This can include:
    - Mental health providers and or/organisations. Providers working in consortia or partnership will be scored favourably. Consortia or partnerships must have a single lead agency identified who will be the contracted entity.
    - Aboriginal community controlled services
    - Non-government organisations
Further detail can be found by downloading and reviewing the RFP documentation.

    ABOUT NQPHN:
Northern Queensland Primary Health Network (NQPHN) is an independent not-for-profit primary health organisation, funded by the Commonwealth Department of Health, tasked with coordinating primary health care services for the Mackay, Townsville, Cairns, Cape York Peninsula and Torres Strait regions.
NQPHN will coordinate primary and preventive healthcare that is, the healthcare that takes place outside of a hospital, such as GPs, allied health, chronic disease management, aged care, mental health and Aboriginal and Torres Strait Islander health. Primary health care is recognised as the most effective way to keep communities and individuals healthy and well.
    ABOUT THE OPPORTUNITY:
This initiative aims to address the deficit of alcohol and other drugs services, particularly for young people, in Cape York and the Torres Strait Islands. The NQPHN is committed to procuring these services within communities in the Cape and Torres regions, to promote equity and access to specialist alcohol and other drug service assessment and treatment. NQPHN is seeking to establish specialist AOD services for the assessment and treatment of at-risk Indigenous and non-Indigenous youth, up to 25 years of age, with AOD issues.

Low intensity mental health services aim to increase overall community access to evidence based psychological intervention for people with, or at risk of mild mental illness, who do not require traditional services provided through existing primary mental health care intervention pathways.
NewAccess is a low-intensity, evidence based cognitive behavioural therapy service. The service is designed for adults, and provides easily accessible services for people with mild to moderate depression and/or anxiety. The program aims to assist people who are not engaged with traditional mental health services.
NewAccess has been adapted by beyondblue, based on a successful evidence based model of care known as Improving Access to Psychological Therapies (IAPT), which is available nationally in the United Kingdom via the National Health Service (NHS).

NELSON MARLBOROUGH DISTRICT HEALTH BOARD. HOME AND COMMUNITY SUPPORT SERVICES.
    RFx ID: 18441673.
Close Date: Friday 21 April 2017 at 5.00 pm.
    Request for Proposals (RFP).
Overview: This procurement relates to the provision of Home and Community Support Services.
From 2014-2016, consultation with key stakeholders [including consumers, current NMH HCSS suppliers, Allied Health, NASC and other clinicians across the continuum of care] occurred regarding a proposed change in the model of delivery of HCSS provision across the Nelson Marlborough region.
Through the application of a restorative model of care developed from the Calderdale Framework, [a workforce development tool that ensures safe and effective client-centred care] this new model changes current HCSS provision from a fee-for-service model, to a bulk funded model, focused on client goal obtainment and increasing independence, along with supporting all people appropriately and equitably. It aims to not only facilitate improved quality of life for the older person but reduce demand on funded support services.
The change in model of care for HCSS was included in the 2016-2017 NMH Annual Plan.
This new model aligns with the newly introduced Ministry of Health 2016 Health Ageing Strategy, and supports the implementation of the In-between Travel settlement outcomes regarding regularisation of the workforce.
