    In 2012, Monash University led the strategic procurement of core facilities management software (to manage research infrastructure) for deployment across Victoria called the Australian Research Infrastructure Network (ARIN). ARIN was managed by Monash University and governed by the Victorian Platform Technologies Network (VPTN) through a consortium agreement between Monash University and Biomedical Research Victoria (formerly Bio21 Cluster).
    The VPTN was the largest cross-disciplinary biomedical research infrastructure network in Australia, connecting over 140 platform facilities.
    To date, the software is used by 4000 users (academic and industry) to access 28 platforms from 8 Victorian organisations. ARIN currently manages 70,000 bookings/requests per year of over 1000 capabilities (instruments, services and products).
    In October 2015, Monash was notified that the current software was to go End of Life (EOL) by August 2016, and as a result, Monash has resolved to depart using this software by the end of 2017.
    Monash now needs to procure and implement a new software system which will allow the transition of the 18 Monash platforms currently on ARIN to a new solution, and subsequently allow other platforms to deploy this solution to manage their facilities.
    The new model going forward will be to endorse a vendor panel that will allow all CAUDIT member universities to choose the software that suits them best. A list of CAUDIT members can be found at https://www.caudit.edu.au/members.
    The solution will consist of a web-based search portal which will allow researchers to search for resources of interest across all institutions and then redirect the researcher to the institutional booking systems.

    Identity and Access Management capabilities are core to the University's operational environment and is heavily relied upon by business units within the University for processes including on-boarding staff and students, and provisioning appropriate levels of access to business systems and services. The incumbent identity management system has several limitations, such as multiple complex components, it is difficult to modify, support is limited, and has limited extensibility; hence, it is essential the University replace the current system to meet the needs of the business.
    Ideally, the solution proposed will create an identity and access management capability that will safely transition existing business needs, and underpin ICT functions within the University for the foreseeable future. This will equip the University to thrive in the complex ICT environment to come.
    After extensive market analysis, the University has identified both the Microsoft Identity Manager (Microsoft Enterprise Mobility Suite (EMS)) and ForgeRock Identity Platform products as being capable of underpinning the long-term University Identity and Access Management (IAM) strategy. It is anticipated one of these products will be the core of the IAM platform for the University, and may be complemented by additional third party products to fully meet the needs of the University. Hence, the University is seeking proposals from suitable Integration Partners, with previous experience implementing either of these platforms.

    Tender Overview: The One-Stop Shop Strategy and Implementation Office (OSSSIO), a business division of the Department of Science, Information Technology and Innovation (DSITI), is seeking proposals from suitably qualified vendor to:· provide an agile team to deliver the Customer Identity Management (CIDM) Initiative as part of the One Stop Shop Program of Work. OSSSIO uses an agile approach and therefore requires rapid iteration and continuous delivery of the functionality.
    · deliver a cost-effective Customer Identity Management application /capability that is flexible and responsive to evolving and diverse business requirements.
    To meet this the following tasks need to be performed:
    1. The existing CIDM functionality is to be re-platformed to the Auth0 platform. The customer experience, learnings, rules and processes are to be leveraged but not constrain an innovative implementation.
    2. The application must provide consistent login and session management, including cross domain session management.
    3. The application must be robust and secured appropriately to protect the customer information stored.
    4. Utilise 'out of the box' functionality replacing the bespoke functionality where appropriate. Theming and configuration will be required.
    5. Implement best practice system logging and monitoring, to enable good system management, based on existing system logs, enhancing where applicable.
    6. Transition of existing information into new databases as required (small amount of data).
    7. Re-platform the existing EOI At Counter application leveraging components of CIDM. The EOI At Counter application must align with the OSS Service Strategy.
    8. Review the future functionality to provide a core capability to implement the high valued functionality
    9. Additional third party credential integration (e.g. 1 William Street, MyGov) and other appropriate customer detail databases are to be integrated securely into Auth0 platform.
    10. Identification and utilisation of Auth0 functionality that may assist or enhance OSSSIO initiatives.
    11. Assist in planning and designing transition of data and potentially undertaken the transition activity
