    Identity and Access Management capabilities are core to the University's operational environment and is heavily relied upon by business units within the University for processes including on-boarding staff and students, and provisioning appropriate levels of access to business systems and services. The incumbent identity management system has several limitations, such as multiple complex components, it is difficult to modify, support is limited, and has limited extensibility; hence, it is essential the University replace the current system to meet the needs of the business.
    Ideally, the solution proposed will create an identity and access management capability that will safely transition existing business needs, and underpin ICT functions within the University for the foreseeable future. This will equip the University to thrive in the complex ICT environment to come.
    After extensive market analysis, the University has identified both the Microsoft Identity Manager (Microsoft Enterprise Mobility Suite (EMS)) and ForgeRock Identity Platform products as being capable of underpinning the long-term University Identity and Access Management (IAM) strategy. It is anticipated one of these products will be the core of the IAM platform for the University, and may be complemented by additional third party products to fully meet the needs of the University. Hence, the University is seeking proposals from suitable Integration Partners, with previous experience implementing either of these platforms.

    Tender Overview: The One-Stop Shop Strategy and Implementation Office (OSSSIO), a business division of the Department of Science, Information Technology and Innovation (DSITI), is seeking proposals from suitably qualified vendor to:· provide an agile team to deliver the Customer Identity Management (CIDM) Initiative as part of the One Stop Shop Program of Work. OSSSIO uses an agile approach and therefore requires rapid iteration and continuous delivery of the functionality.
    · deliver a cost-effective Customer Identity Management application /capability that is flexible and responsive to evolving and diverse business requirements.
    To meet this the following tasks need to be performed:
    1. The existing CIDM functionality is to be re-platformed to the Auth0 platform. The customer experience, learnings, rules and processes are to be leveraged but not constrain an innovative implementation.
    2. The application must provide consistent login and session management, including cross domain session management.
    3. The application must be robust and secured appropriately to protect the customer information stored.
    4. Utilise 'out of the box' functionality replacing the bespoke functionality where appropriate. Theming and configuration will be required.
    5. Implement best practice system logging and monitoring, to enable good system management, based on existing system logs, enhancing where applicable.
    6. Transition of existing information into new databases as required (small amount of data).
    7. Re-platform the existing EOI At Counter application leveraging components of CIDM. The EOI At Counter application must align with the OSS Service Strategy.
    8. Review the future functionality to provide a core capability to implement the high valued functionality
    9. Additional third party credential integration (e.g. 1 William Street, MyGov) and other appropriate customer detail databases are to be integrated securely into Auth0 platform.
    10. Identification and utilisation of Auth0 functionality that may assist or enhance OSSSIO initiatives.
    11. Assist in planning and designing transition of data and potentially undertaken the transition activity

    Tender Overview: REQUEST FOR PROPOSAL (RFP) FOR ICT SECURITY REVIEW SERVICES - 510627.
    Council periodically assesses its whole of enterprise ICT security posture and the effectiveness of its ICT security control framework. Consequently, Council is seeking to perform bi-annual independent enterprise-level ICT Security Reviews, which are to be conducted using various ethical hacking techniques, in order to define a whole of enterprise ICT security risk profile and to prioritise areas for improvement.
    Council expects that by using a preferred supplier arrangement, timeframes and costs associated with procuring the initial review and follow up reviews will be reduced.
    In addition to the bi-annual independent enterprise-level ICT security review, Council optionally requires the following services from the preferred supplier arrangement:· a) On Demand Penetration Tests and Vulnerability Assessments against specific applications, systems or scenarios;
    · b) Security Review of the roads traffic management Congestion Reduction Unit Environment;
    · c) Information Security Audit;
    · d) Incident Response;
    · e) Red Teaming;
    · f) Computer Forensics; and
    · g) PCI-DSS (from 1st July 2019).
    Council envisages that the preferred supplier will be provided with a Work Package prior to any work proceeding and that the Contractor will provide Council with a plan, details of staff proposed for the Work Package and pricing of the Work Package prior to acceptance by Council for the work to proceed. A Work Package will consist of a discrete set of requirements to complete a specific objective such as performing a penetration testing exercise against one of Council's internet exposed applications.
    To obtain more information on this opportunity and to be permitted to submit a proposal, interested tenderers MUST complete the tender document titled '510627 - Non Disclosure Agreement'. The completed document should ideally be returned via email to the following Council officer by 5.00pm Friday 20 January 2017, but later requests will be considered subject to the ability to meet the tender close deadline of 12 noon Wednesday 8th February 2017:

    · The Tenderer must not present an unacceptable risk to Council as a result of Council's security intelligence assessment.
    · The Tenderer must sign and return a non-disclosure agreement to Council before receiving additional specification documentation.
    Contract: Council is seeking to use this RFP to establish a Preferred Supplier Arrangement. Under this arrangement, Council will enter into a Contract with the successful Tenderer. The Contract will likely be for an Initial Term of three years with the option to extend for two optional additional periods of one year each. The RFP process may determine an alternate more advantageous term structure that will not exceed a term of up to five years.
    Procurement schedule target dates are:
    · Release to market - 17 January 2017
    · NDA submitted to Council - 20 January 2017
    · Tender close - 12 noon 8th February 2017
    · Evaluation completed - 17 March 2017
    · Contract commencement - 7th April 2017
