FAR NORTH DISTRICT COUNCIL. SPECIALIST PANEL FOR THE DISTRICT PLAN REVIEW.
RFx ID: 19644582.
Close Date: Wednesday 16 May 2018 at 5.00 pm.
Request for Proposals (RFP).
Overview: The FNDC is undertaking a consolidated review of the Operative Far North District Plan 2009. The process is already underway with a view of exhibiting draft policy elements in 2018 and subsequent notified Proposed District Plan in mid to late 2019.
The Far North District Plan was made partially operative in 2007 and fully operative in 2009. Whilst a rolling review programme was initiated and over 20 plan changes have been undertaken, there have been significant changes to the overarching regulatory environment, including the influence of the following:· the new Northland Regional Policy Statement,
· the Proposed Regional Plan
· Amendments to the Resource Management Act 1991 from the Resource Legislation Amendment Bill,
· Amended or new National Environmental Standards or National Policy Statements
· The development of National Planning Standards which will be relevant to the development of the new plan
The Far North District Plan is considered to represent one of the most 'pure' effects based plans in New Zealand. Growth and other pressures are resulting in particular tensions emerging through the district and the Far North District Council (FNDC) has endorsed a new direction for the new plan to reflect a blend of effects and activities based approaches and in the process create a highly accessible and effective plan.
FNDC will require targeted support from a range of specialists to further inform the development of the Draft Proposed Plan, subsequent Proposed District Plan and if required respond to subsequent submissions, hearings and appeals. It is therefore seeking to identify and contract with suppliers who possess specialist knowledge and skills within the resource management sector.
