Victoria University (The Principal) is seeking principal construction companies with appropriate experience and qualifications to work with AECOM, Woods Bagot and Victoria University to deliver the new Sunshine Skills Hub at the Victoria University Sunshine campus on Ballarat Road, Sunshine, Victoria.
The new Sunshine Skills Hub represents the second stage of the redevelopment of the Sunshine Campus with the first stage (Trade Training Centre) now fully operational. The project supports Victoria University's consolidation at Sunshine as a major polytechnic campus serving Melbourne's rapidly expanding western suburbs.
The design phase is due for completion in February 2018 and Victoria University is now seeking principal construction companies (proponents) with appropriate experience and qualifications to submit an Expression of Interest (EOI) for the Project.
It is anticipated that a minimum of four proponents will be shortlisted from the EOI phase to enter the Request for Tender (RFT) phase of the Project. The shortlisted principal contractors may then be required to attend workshops prior to the release of RFT documentation, from which they will be given the opportunity to submit their formal tenders in response to the RFT documentation. At the time of tendering under the RFT phase of the Project, tenderers will be expected to agree on the buildability of the design.
The RFT will contain a fully documented design and the successful principal (selected out of the shortlisted principal contractors) will be engaged through a traditional lump sum contract, based on AS4000.
The Principal's Representative, AECOM, on behalf of Victoria University, invites suitably experienced and qualified companies to submit an EOI submission for the Works as described in this EOI (including any issued addenda to the EOI) and in accordance with the conditions and processes set out in this EOI.
MASSEY UNIVERSITY. PRIME CONTRACTOR DELIVERY PARTNER - ALBANY CAMPUS DEVELOPMENT.
RFx ID: 19309054. Reference: 17-35.
Close Date: Sunday, 18 February 2018 at 2:00 PM.
Tender Type: Registration of Interest (ROI).
Overview: Massey University (Massey or the University) has initiated a major development and capital works building programme on the East Precinct of the Albany campus. This project, the Sir Neil Waters (SNW) Building Project, is the first of several building and infrastructure projects planned over the next 10 to 15 years. The projects will respond to the consolidation objectives and projected growth of the University, from approximately 5,000 to 15,000 EFTS, as defined in the Campus Development Plan (CDP). The project involves a new 2,200m2 (circa $15m) extension to the existing Sir Neil Waters building. A construction programme period of approximately 14 months is envisaged.
In July 2017 the University Council approved the funding for the SNW project, among others, as well as a proposed collaborative, open book approach to procurement. In November 2017 the University Tenders Board endorsed an open Registration of Interest process that would lead to a non-traditional approach to construction procurement by agreeing to the selection of a Prime Contractor Delivery Partner with the track record and capabilities to work in an open book sub-trade tendering, Collaborative Agreement (CA).
The purpose of this Call for Registration of Interest (ROI) is to seek registrations of interest from qualified Prime Contractors (respondents) interested in partnering with Massey to provide construction management services for the SNW building project.
