UNSW Solar Industrial Research Facility (SIRF) goal is to increase the value of UNSW's research to manufacturers. It adds value by enabling research on industrial scale equipment and processes. This shortens the learning feedback loop for applying research to manufacturing and demonstrating the technology.
Partnerships with companies (Roth & Rau, Suntech, CSUN, REC, BT Imaging, LG, Sunrise) and government (ARENA) allowed the installation of the initial pilot manufacturing capabilities in 2014. Since then some equipment has been added.
The "Torch Innovation Precinct" (Torch) initiative intends to set up a collaboration precinct by 2020. It will bring together the research community, industry, entrepreneurs, government and investors. The aim is to foster innovation and speed up commercialisation of new technologies.
Starting in 2016, a "prototype incubator" of the Torch Precinct will be set up on UNSW campus. The SIRF is planned to be part of this prototype, since it is designed for industrially relevant R&D, and is currently up and running.
There are a number of tools that need to be installed to increase its value as part of the prototype incubator. In particular, industry partners and SME entrepreneurs need to be able to complete their experimental work in the SIRF lab.
ABOUT THE EOI:
Respondents are invited from select suitably qualified Contractors for the provision for the Expression of Interest (EOI) in becoming prequalified to be on a Panel of Specialists to be able to receive and respond to Request for Tenders (RFT) for specialist works for the SIRF Torch project on the following capabilities: design, construction, design and construction, maintenance and peer review. The works will be on the upgrade of the SIRF facility comprising a number of additional process tools that will add capability to the SIRF facility in the areas of Advanced Hydrogenation, PERC and PERL processing and increasing the throughput and reliability of the line. This work will be completed in packages, with the exact timing and make-up of each package depending on tool availability (some of which are still under development), research priorities and the staged release of funds. The works are described in the attached EOI documentation. A Panel of Specialists will be created for each capability.

This program is managed by Coffey, a Tetra Tech company, on behalf of the Australian Government.
Coffey International Development is the Managing Contractor for the Kiribati Education Improvement Program (KEIP), under Contract to the Department of Foreign Affairs and Trade (DFAT). The KEIP works closely with the Ministry of Education (MoE) and is the framework within which the major donors to the basic education sector are supporting the Government of Kiribati (GoK) to address goals set out in the Education Sector Strategic Plan (ESSP) 2012 -2015. Under the KEIP, a number of primary schools are being progressively upgraded, to provide a better learning environment and meet the National Infrastructure Standards (NIS).
KEIP is now seeking Tender submissions from suitably qualified organisations experienced in the supply and delivery of building materials, tools and equipment to be used for the upgrading of four primary schools in Kiribati, through a Period Contract (from January 2017 to December 2018).
A broad range of quality building materials are required including (but not limited to) fencing products, cement, steel reinforcing, timber products, steel roofing and accessories, plumbing and electrical products, door and window hardware, anchors and fixings, paint products, etc. Goods will have the durability to withstand heavy wear and the extreme marine environment. Itemised prices will be fixed for the 2017- 8 calendar years. Description: The Government Building Energy Efficiency Investment (GBEEI) program administered by the Department of State Development (DSD) aims to reduce the Governments energy use and operational costs by improving the energy efficiency of government-owned buildings.
The program will be delivered in two stages: · Milestone 1 is to identify energy efficiency upgrade opportunities in sites that use 30% of the total energy usage of government-owned buildings.
· Milestone 2 will be for the remaining sites.
Approved projects will have an average simple payback of seven years or less. Energy Performance Contracting (EPC) has been nominated as the principal way to deliver the projects thereby ensuring that the performance of the energy efficiency upgrades is achieved. Approved smaller, simpler projects may be conducted via a Measurement and Verification process equivalent to that laid out in the International Performance Measurement and Verification Protocol (IPMVP).
The purpose of this portal is to establish a pre-qualified list of Energy Services Companies (ESCOs) for the GBEEI program. Pre-qualified members will have demonstrated required competencies in a multitude of technical disciplines, previous experience in delivering EPC projects, and/or attained Energy Efficiency Certification Scheme accreditation. International accreditation related to EPC will be considered. Members will also have demonstrated the ability to comply with the South Australian Industry Participation Policy.
ESCOs interested in being on the pre-qualification list can apply anytime while the program is in effect. Current EPC Panel members in Victoria or NSW will be automatically admitted onto the pre-qualified list upon submission of the Response Schedule. An updated version of the Victorian / NSW Expression of Interests Part C will suffice. ESCOs that are not on the Victorian/NSW panels are encouraged to apply for inclusion on the pre-qualified list and will be assessed for membership on the basis of their responses to this RFI.

Council has allocated funding within the 2016-17 Annual Plan and budget to upgrade the courtyard of the Kingston beach hall replacing a public toilet block which has recently been demolished. The future use for the courtyard is to complement and extend the art exhibition area which currently functions within the Hall building and provide an al fresco entertaining area for the hall.
