    The National Oceanic Resources Management Authority (NORMA) is seeking to build the capacity of staff to manage and develop their offshore fisheries, and improve systems for monitoring, control and surveillance activities. The New Zealand Government has agreed to support this endeavour through the New Zealand Aid Programme. It is intended this support will build NORMA's capacity to manage their offshore fisheries in a sustainable way, while maximising economic benefits from this resource. This assignment is a component of New Zealand's wider portfolio of Pacific fisheries investments. The major focus of this role will be to assist NORMA to deliver against their work plan and set priorities and develop strategies for delivery of the plan. The Adviser will be expected to support and actively contribute to the implementation of an agreed NORMA training plan, in addition to providing on-going mentoring and coaching to strengthen NORMA's leadership of the sector.
    This opportunity will appeal if you are interested in being part of a programme that directly contributes to the enhancement of local communities in the Federated States of Micronesia. The NORMA Governance Board consists of five members/Directors, appointed by the President subject to the advice and consent of Congress. Four of the five are appointed after consultations with the Four States and one appointed at-large.
    The New Zealand Government has agreed to support this endeavour by providing a Corporate Planning Adviser contracted by the New Zealand Aid Programme to:
    · Contribute to a stronger and more resilient NORMA and NORMA Governance Board with better focus and greater operational effectiveness
    · Improve the capacity of NORMA to engage in and implement regional fisheries management initiatives
    · Be focused in terms of scope and intended results
    · Be consistent with New Zealand Aid Programme policy

    Overview: The New Zealand Ministry of Foreign Affairs and Trade (MFAT) is sponsoring the staged upgrade of the Munda airfield, in the Western Province of the Solomon Islands, to achieve emergency alternate status (EAS) to the Henderson airfield at Honiara. This is a project under the New Zealand Aid Programme.
    The Solomon Islands A.R.F.F. Vehicles project involves the procurement of three serviceable second hand fire trucks for use on, in and around the Munda and Henderson International Airports; two for Munda and one for Henderson. The trucks for Munda will be housed in the new Airfield Rescue Firefighting Facility (ARFF). The ARFF project is one of four contracts in Phase 2 of the Munda airfield upgrade, along with this project, and two others providing improved fencing, lighting and navigational aids.
    The goods and services that are in scope for this procurement are:
    1. Provision of the following goods in accordance with the attached A.R.F.F. Vehicles Tender Specifications document:· Three ARFF vehicles (minimum 6000L capacity each).
    · Operational equipment, including personal protective equipment (PPE) (Appendix A to the Specifications document).
    · Spare parts (Appendix B to the Specifications document).
    · Any other components Respondents deem critical in addition to Appendix A and B. Purchase of any other components will be optional by the Buyer (MFAT).
    2. Delivery of the above goods to the Munda and Henderson airfields, Solomon Islands. Ownership and risk transfers from the supplier to the Solomon Islands Government (SIG) on acceptance of the goods.
    3. Provision of the following services:
    · Onsite training of fire crews in basic vehicle operation (including driving) and maintenance.
    · Establishment of ongoing supply arrangements with SIG for operational equipment, spare parts and the provision of technical advice, as required.
    The anticipated Contract start date is mid-late June 2017, with the ARFF vehicles delivered to the Solomon Islands in September 2017.

The Government of Tuvalu has received a g rant from the Asian Development Bank (ADB) and the Global Environmental Fund towards the cost of Outer Island Maritime Infrastructure Project, and it intends to apply part of the proceeds of this grant to payments under the contract named above.     3. The Head of the Central Procurement Unit (CPU), on behalf of the Ministry of Communications and Transport (MCT), (the Employer) invites sealed bids for the Construction of Maritime Facility in Nukulaelae and Rehabilitation of Boat Ramps in Nanumaga and Niutao ('The Works').
    4. The works in Nukulaelae include marine based and land based works. The marine based works consist of the dredging of an access channel through the reef, the construction of a approach jetty, a workboat wharf, channel side walls and navigational aids and a boat ramp. The land-based works includes the construction of a new warehouse building and boat parking area. The works in Nanumaga and Niutao are rehabilitation of boat ramps. All the permanent and temporary works need to provide a fully functional, environmentally compliant and reliable facility.

    Description: During high level consultations in July 2015, the governments of Australia and Vietnam agreed on three pillars for Australia's Bilateral Aid Investment Plan (2016 to 2020). The third of these pillars is to promote women's economic empowerment, including ethnic minorities especially in the ethnically diverse, high-poverty region of north-west Vietnam. This pillar aligns with Australia's development policy, which includes gender equality and women's empowerment as a stand-alone sector for investment and identifies private sector development as the driver of growth in emerging economies.
    Aus4Equality will focus on amplifying the following strengths and opportunities:
    (a) Women's already significant productive role in agriculture, and nascent involvement in production groups;
    (b) The engagement of ethnic minorities in niche smallholder production and community-based services, such as catering; and
    (c) The burgeoning tourism market and infrastructure, particularly in Lao Cai, which provides women with opportunities to transition to village-based or off-farm employment and income.
    2.4 Aus4Equality has three linked objectives.
    (a) Objective 1: Empowering local women: Women living in local communities have increased capacity, space and choices to beneficially engage with agriculture and tourism businesses.
    (b) Objective 2: Inclusive business partnerships: Selected private sector actors within the agriculture and tourism sectors innovate to profitably and sustainably trade with more women entrepreneurs and operate in gender sensitive ways.
    (c) Objective 3: Improving sector governance and policy: Government agencies reinforce policies, and enact plans, regulations and services that enable more inclusive socio-economic development.
    DFAT will not accept proposals from Tenderers who have formed a consortium at this tender stage with any local organisations in Vietnam. Clause 8 in Schedule 1, Part 3 of the RFT (draft Contract) refers to a Management Consortium which will be engaged after Contract signature. DFAT have made this decision to ensure that all local organisations in Vietnam have the opportunity to be involved in Aus4Equality without the risk of exclusivity arrangements by Contractors being put in place.
    DFAT acknowledges Criterion 1.5 in the Evaluation Criteria (Part 1 of the RFT, Clause 7.1) states 'how they (tenderers) will develop and cohesively manage the program's activities, partners, and consortiums'. Tenderers should address this criterion as to how they have managed consortiums in the past, and how they plan to develop and manage the Management Consortium involved in Aus4Equality after Contract signature and in accordance with Clause 8 in Schedule 1, Part 3 of the RFT.
