MINISTRY FOR THE ENVIRONMENT. LUCAS 2015 AND 2016 DEFORESTATION MAPPING.
RFx ID: 19102446.
Close Date: Thursday 2 November 2017 at 12.00 pm.
Request for Proposals (RFP).
Overview: IMPORTANT. All questions must be submitted electronically by 1:00pm, 19/10/2017 and all Proposals must be submitted electronically by 12.00 pm (noon), 2 November 2017 via the GETS eTender box function. Please refer to the RFP document for information. If any issues arise with uploading your proposal please contact The Ministry for the Environment immediately.
The Ministry for the Environment (the Ministry) is seeking proposals to field check areas of forest loss to determine whether deforestation has occurred at each site. Images of each area of forest loss are required to provide evidence of the current land use. This could include evidence of replanting (on-going forestry land use) or evidence of conversion to another land use like grazing or settlement (deforestation).
The LUCAS programme uses multispectral satellite imagery to identify and map land use change occurring across New Zealand in order to quantify the greenhouse gas emissions and removals associated with these changes. Emissions and removals are reported each year as part of NZ's National Greenhouse Gas Inventory Report (NIR), which is submitted to the United Nations to meet international reporting obligations under the UNFCCC and Kyoto Protocol.
This RFP relates to the purchase of remote image acquisition and interpretation services. The Ministry has mapped approximately 7000 distinct areas of forest loss which occurred during 2015 and 2016. There are also approximately 1400 areas which lost forest in earlier years for which current land use is unknown. These areas require field checking to determine the current land use. These forest-loss 'targets' range in size from approximately 1 to 800 hectares and cover a total area of approximately 131,000 hectares, with targets located in all regions of New Zealand.

ATM ID: CASG/ASD/EOI0235/17.
Agency: Department of Defence - CASG.
Close Date & Time: 11 October 2017 at 2.00 pm (ACT Local Time).

UTS will facilitate the Industry Scrum.
In alignment with the UTS Design Innovation and Research Centre (DIRC) information pack, the Industry Scrum is designed to bring together multiple stakeholders - the voices of expertise, experience and accountability - for an intense time period to re-frame problems of today to convert them into opportunities for tomorrow. Better understanding of the experiences of stakeholders in a problem can help to shape solutions that mitigate stakeholder pain-points as well as provide a solution that is robust, feasible and desirable. It also ensures that solutions are built in consideration of all stakeholders' needs and requirements; and not just the organisational perspective. The re-framing of today's problems is achieved through stages of divergence - applying creative and lateral thinking; and prototyping and testing to converge on possible options and opportunities through a combination of briefings, presentations and design activities.

STAGE 2 - BIOSECURITY REMOTE SENSING PROJECT.
INVITATION TO OFFER. Number: DAF17016.
Tender Overview: As the South East Queensland (SEQ) fire ant infestation covers an area greater than 400,000 ha, the National Red Imported Fire Ant Eradication Program (the Program) requires a cost effective and accurate means to survey vast areas for the presence of the red imported fire ant (Solenopsis invicta; fire ant).
Previously remote sensing activities utilised the Red, Green and Blue (RGB); Near Infrared (NIR); and thermal wavelengths to detect fire ant mounds. Through the provision of research and development services, the Program aims to determine whether these previously used wavelengths are in fact best suited to identifying fire ant mounds or if the use of other wavelengths, in addition to or as an alternative, will provide more accurate results.
The requirements for services are separated into the following three distinct, yet highly interdependent activities.· Broad Scale Remote Sensing Surveillance - provision of a broad scale fire ant remote sensing surveillance solution to cost effectively and accurately survey in excess of 400,000 ha with the use of helicopters and/or fixed wing aircraft.
· Targeted Remote Sensing Surveillance - provision of a targeted fire ant remote sensing surveillance solution to effectively, efficiently and accurately survey particular areas of interest with the use of UAV or other appropriate technology.
· Imagery Analysis / Detection Algorithm - development of an image analysis and fire ant mound detection algorithm(s) to analyse the imagery collected by the broad scale and targeted remote sensing solutions.
For detailed information on the specific goods / services sought under this tender, please review the documents.
For reference to the technical specifications of the previous remote sensing solution, please refer to Appendix A of these Contract Details.
The Supplier is to comply with the Biosecurity Aviation Safety Policy, set out in Appendix B of these Contract Details.
