Australian Red Cross is currently seeking expressions of interest to undertake all or part of the evaluation of the Community Based Health and First Aid (CBHFA) in Action Pilot Program.
The CBHFA in Action pilot will operate in three sites across the country. Australian Red Cross plans to conduct an in-depth evaluation (or range of evaluative research activities) alongside the pilot. The program aims to improve the safety and security of the prison community and positively benefit the wider community upon prisoners' release. It will do this by engaging prisoners actively as agents of change, and partnering with corrections facilities to tailor the model to their needs.
This innovative Program is based on community development principles that train prisoners as 'Special Status' volunteers who are enabled through the program to provide peer-to-peer support and education in the prison setting.
Australian Red Cross would like to understand the impact of this pilot from a number of perspectives including: the cost benefit of such an approach compared to other system directed health campaigns; the impact on the prison system and prison community (health, safety, economics); the impact on prisoners themselves including post release (pro-social behaviour and recidivism).

Description: Green Industries SA (GISA, formerly known as Zero Waste SA) helps develop the green economy in South Australia through green innovation, job creation and improve the environment. Green Industries SA promotes the circular economy, the more efficient use of resources, and the conservation and recovery of scarce resources.
In 2014 GISA identified that the State's emergency management framework and current arrangements do not provide clear guidance and lack clarity regarding roles and responsibilities for disaster waste management in the State, and subsequently obtained funding from the Commonwealth and South Australian Government's Natural Disaster Resilience Program (NDRP) 2013-14 to undertake a Stage 1 Disaster Waste Management Scoping Study.
The Scoping Study reviewed current disaster waste management practices and the associated regulatory framework in South Australia, and developed waste profiles for selected flood, severe storm, earthquake and bushfire scenarios. The Study also identified required skills of involved personnel, equipment needs, selection criteria for temporary debris storage sites and developed a disaster waste management contingency planning methodology.
One of the key recommendations of the Scoping Study is to integrate disaster waste management into the State emergency management arrangements via a development of a Disaster Waste Management Plan to sit under the authority of the State Emergency Management Plan.
GISA is seeking a service provider to assist with the Stage 2 Disaster Waste Management project which will comprise the following major components:
(1) Integrate disaster waste management into the SEMP via the development of a Disaster Waste Management Plan in the State which will aim to address key issues of:· aims and objectives of effective disaster waste management and define roles and responsibilities of relevant agencies / organisations
· principles for implementing special initiatives assisting disaster waste management
· disaster waste management processes with key decision points for each disaster waste management phase
· disaster waste data collection, assessment, reporting and ongoing monitoring of its management
· disaster waste management communication requirements for inter-agency, sector and public.
(2) Develop Guidelines for each disaster waste removal and management process outlined in the Plan. The Guidelines will provide best practice practical management approaches and procedures by disaster waste types, informed by waste characteristics associated with each hazard type with the aim to maximise recycling opportunities and local employment in disaster debris management whenever possible.
(3) Provide recommendations and develop an Implementation Plan for the Plan and Guidelines to guide future work including awareness raising of the Plan and Guidelines and address measures for their implementation, including Zone-level implementation.
