· Identify a long list of potential alignment options (up to 10) between Perth and Ellenbrook, considering all modes, alignment options and station locations
· Through further detailed analysis, narrow the list down to a short list of 3-4 alignment options
· Conduct thorough cost-benefit analysis of options with strong consideration of Economics Analysis results and value creation
· Recommend final preferred option based on analysis and key stakeholder feedback
· Develop preferred option and provide sufficient data and detail to input into the QS' cost estimate.
