    ABOUT CESPHN: The Central and Eastern Sydney catchment spans 667 square kilometres and includes Lord Howe Island and Norfolk Island (please note that this procurement does not include coaching services for Norfolk Island or Lord Howe Island).     ABOUT THE RFP: Central and Eastern Sydney PHN (CESPHN) are requesting proposals for community based diabetes education programs to be delivered in Sydney LHD region to support enhanced knowledge, confidence and engagement in lifestyle and self-care behaviours for the prevention and management of type 2 diabetes.

    Overview: MBIE is seeking to engage a supplier to administer an ICT skills equivalence programme to prospective New Zealand immigrants. The objective is to enable a robust process for highly skilled ICT applicants without formal qualifications to demonstrate that their ICT skills are equivalent to a formal qualification, to allow them to apply for a New Zealand visa under the Skilled Migrant Category.
    The technology sector is one of New Zealand's fastest growing industries. There is growing global demand for ICT professionals and managers and New Zealand is competing with many other countries to attract and retain skilled workers.
    The sector faces unique challenges as highly skilled tech professionals often:· do not have formal qualifications that are currently essential for migrants wanting to work in New Zealand's digital technology sector under the Long Term Skill Shortage List (LTSSL) or the Skilled Migrant Category (SMC); or
    · hold a tertiary qualification or have a tertiary degree in an unrelated field; and/or
    · have difficulty demonstrating five years of experience can also be challenging as many work as freelancers or for unconventional organisations (e.g. open-source collaborations).
    The risk is that the sector, and New Zealand, misses out on talent and skills it has identified as being the most valuable due to the limitations of Immigration's current policy and procedures.

    CVE is a crime prevention strategy and aims to intervene early to prevent individuals from becoming willing to support or engage in acts of violent extremism.
    Across the Commonwealth, States and Territories, the Department expects that services commissioned during the term of the Panel will vary in terms of size and complexity.
    Four (4) Service Categories will be included within the Panel, made up of a range of Sub-Categories. Initially, Potential Suppliers can nominate to respond to one (1) or more of three (3) of the Service Categories and provide one (1) or more of the specific Sub-Categories within each of the Service Categories: Service Categories and Sub-Categories to be provided by suppliers under the Panel are:
    a. Research and Evaluation, including:
    i. research; and
    ii. evaluation
    b. Training, including;
    i. development; and
    ii. delivery;
    c. Non-Campaign Creative and Design, including;
    i. content development;
    ii. content delivery; and
    iii. communication
    d. Other CVE Services (No responses are being sought from Potential Suppliers at this time), which may include;
    i. policy;
    ii. program design;
    iii. technical development;
    iv. intervention services; and
    v. other CVE related services.

    Conditions for Participation: The Potential Supplier exists as a legal entity at the Closing Time.
    Timeframe for Delivery: The panel is to be established as a refreshable panel for an initial term of two (2) years, with an option for four (4), two (2) year extensions, allowing the Department to regularly review the need to maintain the panel should requirements change in the future. The refreshable panel will operate as follows:
    a) new approaches to market to refresh the panel will occur as required by the Department;
    b) organisations can request to be removed from the panel at any time;
    c) specific Service Categories and/or Sub-Categories rather than the whole panel, may be refreshed where a need is identified;
    d) new Sub-Categories within the overall scope of CVE services may be added as part of future approaches to market to refresh the panel;
    e) unsuccessful Potential Suppliers can reapply for specific Service Categories and/or Sub-Categories that are offered in future approaches to the market to refresh the panel;
    f) panellists do not need to reapply to remain on the panel for refreshes to specific Service Categories and/or Sub-Categories where there is an existing Deed of Standing Offer for those specific Service Categories and/or Sub-Categories;
    g) panellists cannot reapply for panel refreshes to amend pricing or service offering for specific Service Categories and/or Sub-Categories where there is an existing Deed of Standing Offer for those specific Service Categories and/or Sub-Categories.
