    Bayside Council is seeking suitably qualified people and community

    Assessment Panel (IHAP).
    This independent forum hears submissions from objectors and
    applicants on certain types of development applications. The Panel
    consists of three independent specialists, together with a pool of five
    local community representatives. One of the independent specialists
    acts as the Chairperson.
    Eligibility for the independent specialists will be based on
    qualifications and experience in the areas of law; planning; urban
    design; architecture; heritage; the environment; land economics;
    traffic & transport; engineering; tourism; and government & public
    administration.
    The independent specialists must not live in the Bayside Council
    Local Government Area nor undertake any work within Bayside
    Council that may conflict with their role on the Panel.
    A sufficient number of Panel members will be appointed to allow a
    rotational roster to be prepared.

    JEMENA LIMITED. ENVIRONMENTAL SERVICES FOR THE WOLLONGONG REMEDIATION PROJECT. TENDER # 2017-0168. Type: RFT.
    Closing: 24 February 2017 at 17:00 AEDT.
    The Wollongong Remediation Project site previously operated as a coal gasification plant (gasworks) between 1883 and 1977 and previously comprised three lots: Lot 253, Lot 2411 and Lot 2412. The gas manufacturing infrastructure located on the Site included a retort house, boiler, exhaust house, washers and purifiers, coal storage areas, tar wells, gas holders and a drum filling area.
    The aboveground Site infrastructure was demolished at the Site in the 1980s and the Collegians carpark (Lot 2412) was remediated by excavation of hydrocarbon impacted soil in 2005. The excavated soil was stockpiled on the western portion of the gasworks site (Lot 253) where it is still present.
    Between 1997 and 2013 over 14 studies and assessments have been completed by 5 Environmental Consultants (Environmental & Earth Sciences Pty Ltd, RCA Australia Pty Ltd, Environ Pty Ltd, Golder Associates and Parsons Brinkerhoff)
    In 2015, a Detailed Site Investigation (GHD, 2016) was undertaken to address data gaps identified by the NSW-EPA accredited Auditor for the Site (Ms. Rowena Salmon of Ramboll Environ) in 2014. The findings of the report indicated that:· The concentrations of Chemicals of Potential Concern (COPC) are greater than the human health screening criteria in soil and groundwater samples collected across the Site;
    · Former underground infrastructure relating to the operation of the gasworks is present in the north of Lot 253 and north and north-east of Lot 2411; and,
    · There are two stockpiles present on Lot 253 and preliminary waste classification of soil samples collected from both stockpiles indicates that part of the stockpiles would be classified as Hazardous Waste, based on the concentrations of benzo(a)pyrene; however, the majority of the stockpiles would likely be restricted solid waste.
    This report has since been submitted to the NSW EPA in response to a Section 77 Notice requesting information the current status of the Site.
    The Site is surrounded by a mixture of land uses, from residential to heavy industrial. The Site is currently zoned as B6 enterprise corridor in the Wollongong Local Environmental Plan. Jemena is seeking options for remediating the Site for commercial/ industrial use or high-density residential following rezoning of all or part of the Site (e.g. Lot 253 and/or Lot 2411), which would significantly increase the value of the land for divestment.

    Description: The Low Carbon Economy Unit in the Department of the Premier and Cabinet has identified a significant economic development and carbon abatement opportunity for South Australia through the production of 'green hydrogen'. This opportunity primarily results from South Australia's comparative and competitive advantages in renewable energy combined with technological advancements in electrolysis. Emerging technologies may also enable the production of green hydrogen from South Australia's natural gas resources. Realisation of this opportunity would attract investment, create jobs, decarbonise the State's energy and transport sectors, offer electricity grid benefits and potentially unlock new export markets to Asian economies such as Japan and Korea. Consequently the Unit is leading the development of a Hydrogen Roadmap for South Australia targeting release in mid-2017. This Study is intended to assess the technical and commercial feasibility of producing green hydrogen in South Australia as a central piece of quantitative input to underpin the roadmap. The key deliverable of the study will be a comprehensive report that the South Australian Government can publish to inform potential hydrogen industry investors and project developers.

    · Maintaining on site equipment.
    · Ensuring observations are to required standards.
    · Performing observations as required by the Bureau of Meteorology.

    Description: A.A.3 The Requirement:
    This ATM falls under the Australian and Queensland government partnership to implement the Reef 2050 Long-Term Sustainability Plan (Reef 2050 Plan) which provides an overarching strategy for coordinating actions and guiding adaptive management of the Great Barrier Reef to 2050.
    The Reef 2050 Plan responds to the challenges facing the Reef and presents actions to protect its values, health and resilience while allowing ecologically sustainable use. It addresses the findings of the Authority's Great Barrier Reef Outlook Report 2014 (Outlook Report) and builds on the comprehensive Great Barrier Reef Region Strategic Assessment: Strategic Assessment Report 2014 (Strategic Assessment). The Plan was developed in close consultation with partners, including Traditional Owners.
    A key part of the this Plan is the establishment of the Reef 2050 Integrated Monitoring, Modelling and Reporting Program which will track the progress of the Reef 2050 Plan's outcomes and targets across seven themes; ecosystem health; biodiversity; heritage; water quality; community benefits; economic benefits and governance (see Program Logic at Appendix B to this ATM).
    The Customer has a requirement to fulfil the Reef 2050 Integrated Monitoring, Modelling and Reporting Program actions Data Management and Systems (DMS) 3 and 5:
    DMS3: Identify principles, protocols and characteristics for the Program's data management approach, including protocols for managing sensitive information and formats for data storage and handling.
    DMS5: Conduct an audit of available data (measured and modelled) against program design and synthesis & reporting requirements, including: quality, availability, location/custodian, and caveats for use. Identify data products that need updating, modifications or need for new data sets.
    Specifically, the objectives of these work packages are to ensure that the data collected through the RIMReP program is able to deliver the maximum benefit to the development of a coordinated and integrated monitoring, modelling and reporting framework.
    A detailed Requirement is set out in Appendix A to this ATM.
