    Tender Overview:
    1. SEPARATE PARTS CONTRACT:
    The Provision of Debt Management Services Contract has been arranged into two (2) 'Separate Parts' as detailed below:· Separate Part A - Debt Management.
    Debt Management will form the larger part of this Contract and as such will mainly focus on the day to day management and recovery of Ergon Energy's outstanding debt from unpaid electricity accounts incorporating both current and final account debt.
    · Separate Part B - Credit Check, Credit Risk Scoring and Propensity to Pay Modelling.
    Credit Checks, Credit Risk Scoring and Propensity to Pay Modelling forms the smaller part of this Contract as the services shall be provided on an as required basis only.
    The use of Separate Parts in the structure of Contract 00001281 allows and gives Ergon Energy the right to award the Contract on a Part by Part basis to different Tenderers or award all Parts to one (1) Tenderer.
    2. SCOPE OF THE CONTRACT:
    The scope of services for Separate Part A comprises management and recovery of Ergon Energy's outstanding debt from unpaid electricity accounts.
    The process incorporates but is not limited to:
    · Receiving electronic data files detailing outstanding accounts;
    · Confirming receipt of electronic data files;
    · Locating customers who have vacated;
    · Issuing letters of demand via multiple channels. Eg SMS, letter, email;
    · Liaising with customers in formulating payment arrangements;
    · Depositing payments into Ergon Energy's bank account via EFT;
    · Providing performance reports and meeting KPI's;
    · Maintaining and managing an electronic communication system with Ergon Energy;
    · Provision of a communication and information portal;
    · Preparing legal action proposals and undertaking legal action if approved;
    · Field Calls; and
    · Credit Default Listing.
    The scope of services for Separate Part B comprises Credit Checks, Credit Risk Scoring and Propensity to Pay Modelling on an as required basis.
    The process incorporates but is not limited to:
    Consumer and Business Credit Risk Reporting;
    Consumer and Business Credit Risk Scoring Solution; and
    Propensity to Pay Modelling.
    It is Ergon Energy's preference that the Service Provider and its personnel are compliant with and or hold the following licences / qualifications:
    · Credit Act & Debt Collection Code of Conduct and relevant regulations (e.g. Privacy etc.);· Member of the Institute of Mercantile Agents;
    · Licensed commercial agents (for field calls);
    · Diploma of Credit Management;
    · Certificate IV in Credit Management;
    · Diploma of Financial Risk Management;
    · Australian Credit Licence; and
    · Certificate III in Mercantile Agents.
    3. SITE OF CONTRACT AND DELIVERY:
    The successful Service Providers will operate the Services from their designated premises.
    4. DATE FOR COMPLETION:
    The Contract will commence on 1st July 2017 and the practical completion date for all work associated with this Contract will be 30 June 2019. Ergon Energy has allowed for two (2) contract extension options each of one (1) year duration. In any case, Ergon Energy will at its sole discretion determine if the Contractor is to be offered an extension during the life of the Contract.

    South Eastern Melbourne Primary Health Network (SEMPHN) invites General Practices, Community Health Services and Aboriginal Health Services to apply for a grant to expand their current care coordination model for patients with complex health needs, to specific priority population groups within the south eastern Melbourne region.
    To be eligible to be considered for a grant, your organisation must be able to demonstrate that you currently have:
    1. Effective care coordination strategies in place for people with complex and chronic conditions;
    2. The capability to provide care coordination to a minimum of 100 patients, who do not have a regular GP or a coordinated care arrangement in place; and for whom the organisation does not currently receive funding from another source; and
    3. A capacity to implement strategies to engage and improve care for patients with the listed chronic diseases who are members of at least two of the specific demographic groups as identified below.
    ABOUT SEMPHN: The South Eastern Melbourne Primary Health Network (SEMPHN) was established in July 2015 and is one of a nationwide network of Primary Health Networks (PHNs) that have been created as part of the Australian Government's current National Health Reforms.
    PHNs have the key objectives of increasing the efficiency and effectiveness of health services for patients, particularly those at risk of poor health outcomes, and improving coordination of care to ensure patients receive the right care in the right place at the right time. The SEMPHN catchment comprises 1.4 million people and stretches from Port Melbourne to Sorrento and as far east as Bunyip, including the major population hubs of Monash, Dandenong, Moorabbin, Caulfield, Cranbourne, Frankston and Pakenham.
    ABOUT THE TENDER: This commissioned service is targeted at General Practices, Community Health Services and Aboriginal Health Services to expand their current care coordination model for patients with complex chronic disease, who have been identified as a priority population group in the SEMPHN region.
    Proposals from eligible organisations must submit a proposal that:· Demonstrates that the organisation has a current capacity to provide care coordination for people with complex and chronic conditions;
    · Delivers activities to a minimum of 100 patients with a complex needs, who do not have a regular GP or a coordinated care arrangement in place;
    · Delivers care coordination support, and improved primary care access, to at least two of the specific demographic groups identified in Table 1; and
    · Proposes activities/services to be delivered within the geographical boundaries of the SEMPHN region which target residents of the SEMPHN region.
    SEMPHN aims to build the capacity in primary health care to manage the health and wellbeing of people who experience chronic or complex conditions in the region.
    The Needs Assessment has identified a number of priority population groups that require specific attention, and these can be classified into two broad categories, listed below:
    Specific demographic factors: Strategies must improve the care of at least two of these groups
    · Older people (65+)
    · Humanitarian arrivals (refugee and asylum seekers)
    · Aboriginal and Torres Strait Islander people
    · Culturally and linguistically diverse communities
    · Individuals currently experiencing homelessness
    Condition type: These are the most common of the chronic diseases in the region.
    · COPD
    · Congestive heart failure
    · Iron deficiency
    · Anaemia
    · Diabetes complications
    · Angina
    · Asthma
    12 funding grants, of up to $100,000 each (GST exclusive), will be allocated to General Practices, Community Health Services and Aboriginal Health Services in the SEMPHN catchment on the basis that the proposed service/activity aligns with the scope of the commissioned services and the attainment of SEMPHN's expected outcomes.

    AUSTRALIAN DIGITAL HEALTH AGENCY. COMMUNITY PHARMACY SOFTWARE INDUSTRY PARTNERSHIP OFFER.
    We recognise the place of quality medicines information for people's health and wellbeing in the day-to-day, and in the transfer of care between settings. This is why we want to ensure community pharmacists can access people's health records, and also share the vital information they hold with patients and their other clinicians.
    The Agency is partnering with community pharmacy dispensing software providers, to enhance their products to allow viewing and uploading to the My Health Record system. We also want this sector to use Australian Medicines Terminology to enhance the quality and interoperability of medicines information.
    This functionality will be the bedrock on which to build more sophisticated medicines information, summaries and alerts in local systems, and to attract system- wide benefits. Ultimately, this will contribute to improving medicines safety for consumers, health professionals and the wider community.
    To support this objective, the Agency has worked with industry on Funding Principles to support software developers to utilise national digital health services.
    Submissions are invited until Friday 17 March 2017.

    ABOUT NQPHN:
    Northern Queensland Primary Health Network (NQPHN) is an independent not-for-profit primary health organisation, funded by the Commonwealth Department of Health, tasked with coordinating primary health care services for the Mackay, Townsville, Cairns, Cape York Peninsula and Torres Strait regions.
    NQPHN will coordinate primary and preventive healthcare that is, the healthcare that takes place outside of a hospital, such as GPs, allied health, chronic disease management, aged care, mental health and Aboriginal and Torres Strait Islander health. Primary health care is recognised as the most effective way to keep communities and individuals healthy and well.
    ABOUT THE OPPORTUNITY:
    Active Healthy NQ grants program aims to improve health outcomes and minimise risk of chronic disease in the Northern Queensland community. The grants program provides funding for health promotion and illness prevention initiatives which aim to change community attitudes and behaviour, and create environments that support people to make healthier choices.
    Round 4 will be a specified grants round targeting maternal and child health, health literacy and Aboriginal and Torres Strait Islander youth health. We are interested in applications which address one or more of the following activity areas:
    1. Maternal and Child Health: develop and implement health promotion activities which focus on preventing use and encourage women to seek support for alcohol, smoking and illicit drug use before and during pregnancy
    2. Health Literacy:develop and implement activities which aim to reduce inequalities in health and improve health literacy
    3. Aboriginal and Torres Strait Islander Youth Health (12 to 24 years): develop and implement health promotion activities which use innovative engagement strategies to empower Aboriginal and Torres Strait Islander youth to improve health outcomes
