Council is now inviting Tenders for the provision of a Catchment Health Monitoring Program for a period of 3 years with a 1 year option to extend subject to satisfactory performance.
Council reserves the right to award the business to one contractor or a panel of contractors qualified to provide these Services/Goods.
All interested parties are invited to submit tenders in accordance with this Invitation to Tender.
Tenders must be prepared and submitted in accordance with the requirements of this Invitation to Tender.
Due to the increasing stress on our waterways, Hornsby Shire Council has been monitoring water quality within the Shire since October 1994. The water quality monitoring program was established as a commitment to the Statement of Joint Intent (SoJI community contract) and aimed to (i) collect information to improve catchment knowledge, (ii) gain an understanding of the condition of local waterways, (iii) assess the impact of land use on waterway condition, (iv) monitor how waterway conditions change through time, and (v) inform natural resource management decisions to improve waterway condition.
Within the Hornsby Shire there are four major water catchments: Berowra Creek, Cowan Creek, the Hawkesbury River and Lane Cove River. Within these major water catchments are 55 sub catchments. Water quality monitoring sites within these catchments are categorised into natural, industrial, urban and rural land use. Wastewater treatment plants and landfill remediation sites are monitored to assess the effectiveness of treatment processes on sewage and leachate discharge respectively.
Previously, Council's program for assessing ecosystem health involved the measurement of a number of indicator parameters including:
    1. physical and chemical quality of the water,
    2. bacteria typically sourced from human faeces (faecal coliforms and/or enterococci)
    3. abundance and diversity of indicator organisms including planktonic algae in estuarine sites, and macroinvertebrate and diatom communities in freshwater sites.
During the 2015-16 reporting period water quality was routinely monitored at 48 sites across the Shire in both freshwater and estuarine locations. Water was sampled at all sites for turbidity, temperature, dissolved oxygen, electrical conductivity, pH, suspended solids, nutrients (nitrogen and phosphorus), and faecal coliforms. In addition at the estuarine sites, the biotic indicators of chlorophyll a and phytoplankton diversity were sampled. A copy of the 2015/16 Water Quality Annual Report can be found on Council's website http://www.hornsby.nsw.gov.au/__data/assets/pdf_file/0020/91154/Water-Quality-Final-Annual-Report-2015-16.pdf
Council has commissioned a high level study assessing sub-catchment health to inform management decisions. Please find the report attached, titled Initial Hornsby Shire Priority Creeks Study.
Council would like to expand the current water quality program to assess overall catchment health.

MINISTRY OF PRIMARY INDUSTRIES. IEMRS; THE MARKET OPPORTUNITY AND THE POTENTIAL SPECIFICATIONS FOR ELECTRONIC REPORTING.
    RFx ID: 18614532. Reference: 18385.
Close Date: Monday, 15 May 2017 at 5:00 PM.
Tender Type: Request for Information (Market research) (RFI).
Overview: This RFI is to alert potential suppliers to the emerging market opportunity for providing e-logbook services to commercial fishing permit holders. MPI invites potential suppliers to a meeting on 16 May 2017 to discuss the market opportunity, potential specifications, and associated technical matters.
The Ministry for Primary Industries (MPI) is introducing a new Integrated Electronic Monitoring and Reporting System for commercial fisheries. The purpose of this system, known as IEMRS, is to provide verifiable, accurate, integrated and timely data on commercial fishing activity to inform decisions of fisheries managers in Government and industry. IEMRS will cover all New Zealand commercial fishing activity (excluding aquaculture) within New Zealand waters, land-based commercial fishing operations, and on the high seas.
There are three components to IEMRS:
    1. Electronic reporting of all commercial fishing catch and fishing effort
    2. Position reporting from vessels and land-based fishing operations, and
    3. Electronic monitoring of fishing activity through the mandatory use of cameras on-board commercial fishing vessels.
MPI consulted on IEMRS proposals in late 2016
    ( https://www.mpi.govt.nz/document-vault/14668 ).
Cabinet decisions required to enable IEMRS have now been made ( https://www.mpi.govt.nz/document-vault/17602 ) and MPI is proceeding with implementation of the new system.
To progress the implementation of electronic reporting under the new IEMRS regulatory regime, MPI will issue standards and specifications. Commercial fishing permit holders will be required to direct purchase their own e-logbook from a market supplier whose product meets MPI's standards and specifications. These standards and specifications will include:
    1. Minimum requirements for electronic logbooks (e-logbooks).
    2. Information that must be captured and provided to MPI using e-logbooks.
    3. Explanatory notes that explain data requirements for data captured by e-logbooks.
The meeting on the 16th shall be held at: Ministry for Primary Industry,
Pastoral House, 25 The Terrace, Wellington.
If you wish to attend please confirm using the messaging function in GETS.

MINISTRY FOR PRIMARY INDUSTRIES. ESTIMATION OF THE ABUNDANCE OF ORANGE ROUGHY IN MID-EAST COAST USING AN ACOUSTIC SURVEY.
    RFx ID: 1859134. Reference: 401076 (ORH2017-01).
Close Date: Monday, 8 May 2017 at 4:00 PM.
Tender Type: Request for Quotations (RFQ).
Overview: Orange Roughy is an important species in New Zealand deepwater fisheries with current annual landings of about 6500 t. The research plan for Orange Roughy fisheries includes a programme of acoustic surveys on aggregations of Orange Roughy during the winter spawning period. This includes a survey on the Mid-East Coast (ORH 2A South, 2B, and 3A) in 2016/17.
Because orange roughy lack a swim bladder and have a low target strength relative to other deepwater species, acoustic survey biomass estimates were historically restricted to aggregations of fish where the species identification of the mark is known to be almost 100% Orange Roughy. In more recent years, a net-attached Acoustic Optical System (AOS) has been used successfully to survey Orange Roughy in several areas including the Chatham Rise and Challenger Plateau. The advantage of this system is that the multi-frequency and optical components of the system can be used to significantly improve species identification in Orange Roughy aggregations.
MPI is looking for credible providers with a proven track record of delivery of similar surveys, including the ability to successfully deploy and use a multi-frequency Acoustic Optical System. Any survey design must be consistent with that recently approved by MPI's Deepwater Fisheries Assessment Working Group and demonstrate value for money.
This is an opportunity to contribute to the monitoring and management of one of New Zealand's iconic deepwater fisheries and to demonstrate the benefits of new acoustic technologies.
