    Description: The Property and Commercial Services Branch (PCSB) of DIBP is responsible for maintaining a variety of commercial premises and residential housing in both metropolitan and regional Australia. It is DIBP's intention to establish a panel of several Service Providers in regions around Australia for the provision of Handyman Services to these sites.
    Handyman Services (the Services) comprise minor maintenance and repair services such as painting, minor carpentry related tasks, furniture removal, residential property condition reports - pre- and post- occupancy and ad hoc services that:
    (a) are not large in scale or nature;
    (b) are not "high risk construction work" as defined under Regulation 291 of the WHS Regulations;
    (c) can be performed by one or two individuals;
    (d) can address different areas within a site as required; and
    (e) do not require any specialist trade skills in any particular area or field but requires generalist knowledge of minor maintenance and repairs with commercial buildings (office or industrial) and residential properties.
    Other Instructions: The Department/JLL will be conducting industry briefings via phone or video conference.
    Conditions for Participation: Tenderers must meet the following Conditions of Participation in order to participate in the tender process:
    (a) the Tenderer must not be named by the Workplace Gender Equality Agency as an employer currently not complying with the Workplace Gender Equality Act 2012 (Cth), unless the Tenderer has obtained a letter of compliance from the Workplace Gender Equality Agency and attaches this letter to its Tender or provides this letter to the Department separately prior to Closing Time;

    The purpose of this RFP is to invite suitably qualified contractors to register their interest to provide regular and ad hoc maintenance services to the various Council facilities.
    Proposals are sought for a range of trades/services as detailed in Appendix Eight (Services) covering work at various sites and facilities identified in Appendix Nine (Sites).
    The Proposals for each Service area will be evaluated by the Council and it is intended that, depending on the quantity and value of work forecast to be undertaken, either:
    - the contractor with the highest ranked Proposal will be appointed as a single 'Preferred Supplier' for that Service area (or for all Service areas, if appropriate) or;
    - one or more contractors ranking the highest amongst the Proposals received will be appointed to a panel of 'Preferred Suppliers' for that Service area (or for all Service areas, if appropriate).
    Council intends to appoint Preferred Suppliers for a three (3) year period commencing 1 March 2017.
    Work will be allocated to the various Preferred Suppliers and Preferred Supplier panels as Council sees fit. All work will require the parties to enter into a Service Level Agreement in the form provided in Appendix Seven (Service Level Agreement) and, except in the case of urgent or emergency services or very minor works, a quote being provided by the contractor on the form provided in Appendix Ten. An annual purchase order will be issued to each Preferred Supplier to cover work for each financial year.
    Council may also in its discretion seek competitive pricing from within the respective panels or from the wider market for larger jobs.
    Council reserves the right to separately procure services for larger or specific projects that are subject to existing contracts or as may be publicly tendered by Council in the future.
    Council also reserves the right to purchase materials for the Services separately to the labour provided for the Services, or require any Preferred Supplier to source materials from any Council designated supplier.
    Participants are also encouraged to complete and submit an application for health and safety pre-qualification in accordance with the guidelines contained in Appendix Four.

    Blacktown City Council consider it important that Blacktown Aquatic Centre (BAC) continues to be a valuable community resource and this means it must be an attractive health and fitness destination as well as being the local pool, and competition pool for the region. The Key Venues unit of Council are committed to a series of refurbishment works to BAC to improve the facilities and the foyer refurbishment works are critical to the impression and experience of visiting the facility.
    Blacktown Aquatic Centre (War Memorial Swimming Pool) is the City's oldest pool is located east of the Blacktown Central Business District at 4 Boyd Street, Blacktown, an approximate 10 minute walk from Blacktown Train Station. BAC is recognized as a valuable component of Councils wider aquatic and leisure service and has focused on becoming a regional training and competition venue for swimming throughout the Western Sydney area. BAC provided a training facility for the 2000 Olympic swimmers and hosts over 50 carnivals each year. BAC first opened in 1961 and has undergone several extensive refurbishments to improve its facilities and extend the services provided to Centre users. Council is interested in ensuring that this valued facility can accommodate and grow with current and future use.
    Foyer refurbishment includes:· Demolition of existing counter and walls.
    · New reception counter
    · New internal walls and glazed partitions
    · New flooring
    · New Split Air conditioning the reception area.
    · Lighting, power and communication to refurbished areas.
