The University of New England (UNE) seeks proposals for a scalable, flexible and integrated Contract Lifecycle Management Solution (CLMS), managing the full contract lifecycle i.e. pre and post award management.

Trends NSW will consist of 3 key product elements:
1. Single Common Data Visualisation Product / Service:· Ability for NSW government agencies to securely create charts, graphs, diagrams, and dashboards using the datasets accessible via API, Database and Flat files. Agencies can save, share or publish content with authorised users, including across agencies.
· Ability for members of the public to create charts, graphs, diagrams, and dashboards using open publicly available datasets accessible via API from the Marketplace. These visualisations can then be saved back to a public catalogue of visualisations to be discovered by other public users.
2. Visualisation Toolkit - Ability to retrieve via API or Database, image or PDF version of NSW Government charts and dashboards, and display it in the Single Common Data Visualisation Product. Ability to save, print, share and embed needs to apply to image and PDF version of charts and dashboards.
3. My Trends Dashboard - User can save visualisations from 1 and 2 above to the user's 'Favourites' page. Each visualisation appears as a tile / widget / thumbnail in the user's 'Favourites' page which can be moved around and resized within the page. With a collection of tiles or widgets, the 'Favourites' page will effectively act as a custom dashboard for the user.

Meter Reading System Background:
Hunter Water currently utilises an ITRON meter reading software package (MVRS) to facilitate and capture the reading of all Hunter Water customer meters for billing purposes. This system was implemented in 2009. ITRON have now announced that both MVRS and the compatible Hand Held Devices will be at end of support in 2021.
Meters are currently read 3 times per year with approximately 686,000 being read per annum.

Tender Details: This tender has two components.
Coordinate the maintenance of the instrumented DustWatch network (image below) with the help of 35+ volunteers. This task has to be done in the Gunnedah office and includes:· Checking the incoming data stream via the OEH DustWatch application (ClearSCADA based) to monitor instrument (TSI DustTrak) performance.
· Remote fault finding where applicable
· Guide volunteers with fault finding and monthly instrument maintenance
· Coordinate annual service with volunteers and Australian distributor.
· Maintain good contact and relations with the volunteers via phone and email. This is of upmost importance to the project as the volunteers save OEH > 400k annually. This task sometimes requires work outside of office hours as some volunteers are not contactable during the day. A rural background is considered an advantage.· Maintain the site and instrument history, calibration certificates and performance records. Coordinate instrument calibration / distribution / storage. Attention to detail is required
Undertake weekly data QA and subjective aerosol classification based on aerosol concentration and weather data in conjunction with satellite imagery and local knowledge from volunteers. This task can be done either from the Gunnedah office or remotely and includes:
· Check DustTrak hourly concentration data for all sites (35) for malfunction. Attribute using the DustWatch ClearSCADA application (screenshot below) and satellite viewer.
· Classify hourly DustTrak data for all 35 sites into Dust / Fog / Smoke based on weather data, satellite and fire information and local knowledge from volunteers using the DustWatch ClearSCADA application.

Tender Details: ProcureIT is a contractual framework that must be used when purchasing goods or services from the ICT Services Scheme. For complex contracts, or those over $150,000 value, the user is required to download up to 34 Word or PDF documents, decide which forms are relevant to their procurement, add or remove specific clauses, and then populate numerous fields, often with similar data in multiple locations.
All ProcureIT guidance documents are contained as downloadable files. These are unwieldy, extremely difficult to search and a source of frustration to Buyers and Suppliers alike. By digitising this process, we will place this basic information in a medium that is easily accessible utilizing the latest smart search techniques.
The objective of this project is to simplify the construction of ProcureIT by digitising the process and placing all relevant information in a medium that is easily accessible and understandable.
The use of digitally based user guidance, data analysis, smart recommender and decision making tools will provide users access to the specialist procurement and legal knowledge required to create sound contracts. This will not only reduce contract construction time, it will also considerably reduce contractual risk the NSW Government is exposed to.
This RFI seeks to collect information, suggestions and opinions from selected vendors. This RFI and the responses provided may be used a precursor to a procurement process.
