As a result the EPA has begun evaluation of the Oracle Cloud FMIS Solution (Oracle Cloud solution) as a possible replacement product.
    This document is a request for an Implementation Partner based on the use of the Oracle Cloud solution.

    Overview: What we need
    The Ministry for Primary Industries (MPI) requires ongoing programming and technical support for the Agricultural Inventory Model (AIM) used to estimate New Zealand's annual greenhouse gas emissions from the agriculture sector. These estimates are one of the most important statistics for understanding how well New Zealand is performing in regards to meeting our climate change targets.
    MPI is looking for suppliers who can maintain and improve the model as required. AIM is run on Microsoft Excel and uses Visual Basic for Applications (VBA) code. Suppliers need to have the capability and experience to provide technical support, training and advice to MPI staff on using the model and to identify improvements and the resources needed to implement them.
    We are looking to set up a two-year contract with the successful provider, with the option of renewal.
    What we don't want
    We are not looking for a replacement solution for AIM. Nor are we looking for software development outside the current model. We do not require a supplier to operate the model as this will continue to be the responsibility of MPI staff. We do not need additional data storage s
    What's important to us
    MPI is looking for suppliers who are experienced in the use of complex mathematical models and have advanced skills in programming using Excel VBA. Suppliers will need to demonstrate a solid track record of working with similar models and consistently delivering to clients' expectations.
    It is essential that suppliers have the ability to establish and maintain good relationships with a wide range of people involved in the compilation and development of the annual inventory. This includes scientists, researchers, industry, government and international reviewers.
    Knowledge of agricultural systems and issues related to climate change, while desirable, is not an immediate requirement.

    AIM is important to New Zealand because it provides a baseline for measuring our progress on climate change. This RFP is an opportunity for a capable supplier to actively contribute to our understanding of climate change by helping MPI to continue to improve AIM and to strengthen staff capacity and capability in its operation.

    TE KAKAPA MANAWA O MUAUPOKO - CULTURAL MONITORING PROGRAMME.
    TKMoM is a 2-year Lake restoration project established by the Lake Horowhenua Trust. TKMoM builds on existing Lake clean up projects under the Lake Horowhenua Accord, which aim to reduce pollution and to improve the water quality, ecology and native fishery of Lake Horowhenua and the Hokio Stream. The Lake Trust aspires to restore, protect and enhance the legacy of Lake Horowhenua for future generations.
    TKMoM will appoint a contractor to develop a Cultural Monitoring and Assessment Programme for Lake Horowhenua in full consultation with Lake Trustees, owners and Muaupoko.
    TKMoM invites Expressions of Interest (EOI ) and Request for Information (ROI) for the development of the Programme. The Programme will build off the initial framework developed by the Lake Trust in 2015. The aims of the Programme are to:· identify and articulate Muaupoko Iwi and hapu values and perspectives of the Lake Horowhenua catchment spatially;
    · identify Muaupoko goals and aspirations for the Lake and how progress will be measured;
    · set out the methods and key cultural indicators to monitor environmental changes over time through a cultural lens and from an Iwi/hapu perspective;
    · enable the Lake Trustees, beneficial owners and Muaupoko members to record, express and monitor Muaupoko cultural values through the development the monitoring programme.
    A broader aim of the Programme is to capture and articulate the essence of the Muaupoko story that helps to shape Lake restoration strategies, ongoing sustainable Lake enhancement efforts and Lake management practices including sustainable fishing. Th e development of the Muaupoko story will involve gathering material from individuals, wananga with Trustees and beneficial owners and Waitangi Tribunal research material that describe Muaupoko's ancient cultural, spiritual and social relationship s and values with the Lake as tangata whenua and as a people who own the Lake and continue to occupy the Lake catchment area.
    The Programme will be adopted and incorporated into the Lake Accord strategy to play an important part in monitoring the Accord's progress towards its stated goals.
    The Programme will also help influence local authority resource management policy, planning, reporting, and decision-making for the Lake Horowhenua catchment. TKMoM also seeks , as part of the Programme, innovative solutions that enable scientific monitoring data and data analysis to be represented in a format that is readily accessible to Iwi/hapu. This aspect of the project will also be incorporated with the Lake Report Card currently being developed for the Lake.
    TKMoM invites EOI and ROI to develop the Programme. EOI/ROI will be evaluated by a panel appointed by the TKMoM Governance Group comprising members of the Lake Horowhenua Trust, Horizons Regional Council and Horowhenua District Council.

    Overview: The GoShift Central Initiative is a partnership between central and local government involving a cluster of over 20 councils. The aim of the initiative is to improve the experience customers have with councils across the cluster when they apply for a building consent, by creating a unified and streamlined approach.
    To support this aim, we are seeking to implement a new shared online service (single set of smart application forms) that enables the completion and submission of multiple building consent and building consent related applications. The service will enable customers to use the same online application form regardless of the council that processes and issues the consent.
    The online service needs to enable integration from council's existing systems, and support the flow of information between council and customers, and the tracking of applications. The solution also needs to support those councils which will choose not to integrate with the online service by enabling them to receive completed consent applications electronically.
