    Description: The new Countering Violent Extremism (CVE) Services Panel is to provide a robust and agile panel of suppliers, available to the whole of government, that demonstrate an understanding of CVE policies and issues nationally and internationally. Use of this panel will increase the Australian Government's ability to respond to the evolving threat posed by violent extremism through the rapid procurement of specific, urgent and innovative CVE services.
    CVE is a crime prevention strategy and aims to intervene early to prevent individuals from becoming willing to support or engage in acts of violent extremism.
    Across the Commonwealth, States and Territories, the Department expects that services commissioned during the term of the Panel will vary in terms of size and complexity.
    Four (4) Service Categories will be included within the Panel, made up of a range of Sub-Categories. Initially, Potential Suppliers can nominate to respond to one (1) or more of three (3) of the Service Categories and provide one (1) or more of the specific Sub-Categories within each of the Service Categories: Service Categories and Sub-Categories to be provided by suppliers under the Panel are:
    a. Research and Evaluation, including:
    i. research; and
    ii. evaluation
    b. Training, including;
    i. development; and
    ii. delivery;
    c. Non-Campaign Creative and Design, including;
    i. content development;
    ii. content delivery; and
    iii. communication
    d. Other CVE Services (No responses are being sought from Potential Suppliers at this time), which may include;
    i. policy;
    ii. program design;
    iii. technical development;
    iv. intervention services; and
    v. other CVE related services.

    Conditions for Participation: The Potential Supplier exists as a legal entity at the Closing Time.

    ABOUT THE RFQ: Council is seeking the services of a specialist consultant to audit and review the Eurobodalla Tourism Brand and revise and update the Eurobodalla Tourism Brand and Logo Guide.
    ABOUT THE COUNCIL: Eurobodalla Shire is located in a largely mountainous coastal region on the South Coast of New South Wales. It is on the Pacific Ocean, the Princes Highway and the Kings Highway. The shire chambers are located in the town of Moruya in the central part of the Shire. Other major towns within the shire include Batemans Bay and Narooma.
    The Eurobodalla Shire Council was formed in 1913 with the responsibility for administering local government functions along 110 kilometres of the NSW coast between Durras and Wallaga Lake. The Council administers only about 30% of the area of the Shire as the remaining 70% is non-rateable crown land held as national park and state forest: 40% of the shire is national park, 30% is state forest, 20% is productive farmland and 10% is urban settlement.
    The main growth industries in the area are Construction, Government Services, Real Estate, Retail, Retirement, Aged Care, Tourism, while dairy farming, forestry, sawmilling and commercial fishing are traditional industries in decline. Eurobodalla Shire has a population of 37,442 (2009) and covers an area over 3,400 sq kms.

    ABOUT THE COUNCIL:
    The Northern Beaches Council is the formation of the merging of Manly, Pittwater and Warringah councils. It marks a new era and a period of exciting transformation. The new Council is committed to maintaining a high level of customer service to the local community.
    Northern Beaches Council is working closely with the community to build strategies that enhance our quality of life, promote sustainable development and protect our environment.
    SERVICE REQUIRED:
    The newly formed Northern Beaches Council, which previously consisted of Pittwater, Warringah and Manly Council's, requires a carefully considered Event Management Strategy and Framework.
    The Strategy will determine the best use of Council's resources to maximise effective outcomes and therefore help guide Council's approach to managing, staging and supporting all events across Council. The Strategy will specifically help the organisation realise its vision and build a sense of cohesion and identity within the community via events.
    The Strategy is to align to Council's new community vision, priorities and expectations (currently being developed) and provide a context for objectively assessing the value of individual events against these priorities and the Strategy.
    The development of the Events Strategy and Framework is to be guided by Place Management principles and align to the Community Strategic Plan (scheduled to be completed in November/December 2017). It will leverage the existing investment in events by the three former councils and identify opportunities to continually improve these events and drive benefits by potentially developing/attracting new, large scale and co-branded events and/or creating new localised events that enhance local communities and/or retiring certain events.
    The consultancy partner is required to have a proven record as a specialist in strategic event planning and management, and community consultation with sustainable, innovative and creative solutions.
    Council is seeking a competitive submission that demonstrates the consultancies highest quality and innovative thinking. The consultancy is to commence no later than 1 June 2017.

    Conditions for Participation:
    1. Acknowledgment of RFT Process.
    Having read the Request for Tender documentation, the Tenderer must acknowledge its understanding and acceptance of the RFT process. That process includes the timetable and summary of requirements in Part A, the conditions and process for submission by the tenderer in Part B including the requirements to familiarise themselves with each of the conditions and applicable Commonwealth policy requirements set out in Part B, the basis of evaluation of the tender submitted in Part C, the additional requirements to be met as set out in Part D and the conditions for participation in Part E.
    2. Standing offer.
    The terms of supply on which the Tenderer's submission is provided to Tourism Australia in this document will remain consistently the same for at least 120 days from the Closing Time specified in Part A.
    3. Financial Solvency Checks.
    The Tenderer should be financially solvent (and in the case of individuals) should not be bankrupt.
    4. Employee Entitlements and work health and safety
    The Tenderer must not have had a judicial decision made against them relating to employee entitlements and of which they are not satisfying any resulting order from that decision. The Tenderer must also not have had a decision made against them pursuant to the Work Health and Safety Act 2011 and of which they are not satisfying any resulting order regarding failure to protect health and safety of its workers.
    Tenderers are required to confirm that they have no such unsettled orders currently against them by signing the declaration contained in any response documents.
    Tenderers must indicate a willingness to comply with health and safety legislation generally, as amended from time to time, including agreeing to comply with any applicable work health and safety law, policy, program or procedure that Tourism Australia may inform the Tenderer.
    5. Workplace Gender Equality.
    The Tenderer and any subcontractor entity must not have been listed as a non-complying entity by the Workplace Gender Equality Agency as a result of having failed to comply with the yearly requirement to report on gender equality pursuant to the Workplace Gender Equality Act 2012.
    6. Entities listed as terrorists or subject to sanctions
    The Tenderer and any subcontractor entity must not be on the Consolidated List of persons and entities maintained by the Department of Foreign Affairs and Trade. These are persons or entities that are subject to both targeted financial sanctions imposed by the United Nations Security Council (UNSC) Resolution 1373 (2001) under the Charter of the United Nations Act 1945 and Australian autonomous sanctions including travel bans as implemented under the Autonomous Sanctions Act 2011. The 'Consolidated List' can be found at www.dfat.gov.au. Tourism Australia will not enter into a contract with a person or organisation on this list.
    The Tenderer and any subcontractor entity must not be listed as a terrorist group or organisation. Please also note that Tourism Australia will not enter into a contract with a person or organisation listed as a terrorist group or organisation pursuant to the Criminal Code Act 1995. The 'Listing of Terrorist Organisations' can be found at the Australian Government's National Security website www.nationalsecurity.gov.au.
    7. Public Disclosure Requirements and right of Audit.
    All Tenderers must be agreeable to the public disclosure requirements of the Commonwealth allowing Tourism Australia with the right to disclose details about the procurement process (including the names of the Tenderer and the subcontractors) and the right of the Auditor General to access and audit the Tenderer's information, documents and records including that of their subcontractor entities.
    The responses provided by the Tenderer must indicate their acknowledgement and agreement to comply with these requirements as well as indicate that their subcontractors are aware and also willing to comply.
    8. Fraud and Corruption.
    The Tenderer must indicate a willingness to co-operate with Tourism Australia's public accountability requirements under the Public Governance, Performance and Accountability (PGPA) Act 2013. Tourism Australia is committed to minimising the likelihood and impact of any conduct that may be in breach of this Act.
    This means that the Tenderer must indicate their acknowledgement and willingness (and to indicate their subcontractors are willing) to adhere to Tourism Australia's Fraud and Corruption Policy, its Code of Conduct and its Public Interest Disclosure policy (documents that should be made accessible).
    9. Prior Contract deficiencies.
    If there has been a significant deficiency in the Tenderer's performance of a substantive requirement or obligation under a prior contract with Tourism Australia (and of which was not resolved or amended by the Tenderer) then the Tenderer should potentially be excluded from this process.
    10. False declarations
    If it becomes apparent during the tendering process that the Tenderer's response documentation contains a false declaration then the Tenderer should be excluded.
    11. Conflicts of Interest.
    That no conflict of interest exists, or is likely to arise, or that would be perceived to have arisen, which would affect the performance of the tenderer's obligations if they were to enter into a contract with Tourism Australia.
    12. Working with direct competitors of Australia.
    The tenderer and its subcontractors must not work for any National Tourism Organisation that is a direct regional competitor of Australia. This includes New Zealand, Canada, South Africa and the United States of America.
    Tenderers must notify Tourism Australia of details of any National and State/Regional Tourism Organisation to whom it provides Market representation service in market, to enable Tourism Australia to assess the impact this may have on its commercial activities, brand image, competitive advantage and potential risks of conflicts of interests arising. In the event that Tourism Australia considers the provision of services to itself and another destination to affect its best interests or render a conflict of interest, the Tenderer shall be excluded from further consideration in the RFT process.
    13. Working with Australian State Tourism Offices.
    Tenderers must notify Tourism Australia with details of any Australian State Tourism Office ("STO") to whom it provides Market Representation services in market, to enable Tourism Australia to assess the impact this may have on its commercial activities, brand image, competitive advantage and potential risks of conflicts of interests arising. In the event that Tourism Australia considers the provision of services to itself and another STO to affect its best interests or render a conflict of interest, the Tenderer shall be excluded from further consideration in the RFT process.
    14. Representation in France.
    The Tenderer must have an office, branch or other representation in Paris, France and personnel working on the Tourism Australia account must be French mother tongue (written/spoken) and have fluency in written and spoken English.
    Timeframe for Delivery: The proposed contract term is 2 years (October 2017 - October 2019).
    The contract will provide for an option to extend the term for a further 1 year. There is no guarantee or representation that options will be exercised.
