    Central Queensland, Wide Bay and Sunshine Coast PHN (the PHN) is inviting organisations to deliver integrated primary mental health care services from 2017/18 to 2018/19 for the broad community.
    The PHN is one of 31 Commonwealth funded PHNs nationwide. It is a not for profit organisation which coordinates primary and preventative health care for a region of 161,000km2, with a population of 823,985 people; stretching from Glasshouse Mountains in the south, to north of Yeppoon and west of Emerald.
    The objective of this tender opportunity is to commission a suite of mental health services across the PHN region in accordance with a stepped care approach to mental health service delivery. The PHN is seeking tenders across the funding streams outlined below:
    - Low intensity mental health services for early intervention
    - Child and Youth Mental Health Services
    - Psychological therapies provided by mental health professionals to underserviced groups
    - Primary mental health care services for people with severe mental illness
    - Suicide prevention aftercare services
    - Aboriginal and Torres Strait Islander Mental Health Services
    - Central intake and triage

    -Stage 1: Prequalification Questionnaire (PQQ): Assess the capacity and capability of organisations and identifies organisations that will best meet the PHN's requirements.
    -Stage 2: Tender: Organisations that are shortlisted as a result of the Stage 1 PQQ will be invited to submit a tender, detailing the specifics of their service model.
    Eligibility: Individuals, companies or other legal entities who can form legally binding contracts; are over the age of 18 years; and hold an ABN. For further information refer to the PHN's Conditions of Participation, downloaded with this Notice.
    Applications: Applications will only be accepted through the TenderLink portal. Bidders will have the ability to select appropriate service tiers and geographies.

The goal of the program is to upskill RACF staff (and other relevant service providers) to deliver comprehensive aged care, thereby assisting in the management of after hours service needs. The program also aims to strengthen coordination and collaborative systems between RACFs and other service providers in the after hours period. An overview of the specific service model available for tender is described in Section 4 of the Service Requirements document. The overview provides a summary of the anticipated program goals, objectives, actions and outcomes. Applicants may address all or parts of the service requirements.
    A total maximum funding value of $200,000 (GST exclusive) is available which may be awarded to one (1) or multiple provider/s proposals. Given the scope of the service design, a minimum funding amount for any single application will be set at $50,000 (GST exclusive).

The aim of the program will be to deliver clinical antenatal outreach classes and incorporate health promotion such as smoking cessation, nutrition, and support for expectant parents to attend postnatal health checks. Indigenous mothers, and mothers in remote locations will have access to antenatal classes in a convenient location. Expectant mothers and their partners will be provided with culturally appropriate support and maternal and child health resources. The program will aim to significantly increase antenatal class attendance rates and success of the program will be determined by the number of women who will attend the outreach classes in comparison to current data.
