QUEENSLAND MENTAL HEALTH COMMISSION. INVITATION TO OFFER - Review factors to successful change in policy and practice in Social Housing for people with complex needs. INVITATION TO OFFER. Number: QMHCITO021.
Tender Overview: The Queensland Mental Health Commission is seeking proposals to engage a consultant to evaluate the key drivers of successful reform in policy and practice in social housing arising from the Social Housing Ordinary Report to inform the Commission's approach to both planning and delivering future work programs.
It is intended that the final review report will be both academically rigorous and relevant to people who aim to influence government policy and practice.
The evaluation is focused on the Commission's role and how it played that role including how it used research to develop policy recommendations and contributed to implementing change. It is not an evaluation of the research or the role of the partner agencies per se. Their views will be an important input to the evaluation.
    Scope of work:
The review, while not limited to the following, should explore such factors as:· The environment in which the changes took place
    · The Commission's approach in developing and supporting the implementation of the Ordinary Report.
    · The processes, both formal and informal, that framed the policy change
It will need to cover the time period from 1 September 2013 to 31 December 2016, commencing with the decision to make a submission to the Parliamentary review until the most recent progress report from the Department of Housing and Public Works, noting that work is continuing.
    The research methodology should include:
    · Conducting a limited literature review to provide a basis from which a comparative assessment of any assertions can be made in determining the success of the initiative.
    · Reviewing the project's processes from inception through to outcome delivery, within the context of the key influencing factors.
    · The analysis should include discussions with key personnel and documentation made available to the review team.
For more information about this opportunity, please consult the ITO Specification Document.
Closing date for questions is 3rd March 2017.
Offers must be lodged by 4.00pm Australian Eastern Standard Time on 17 March 2017.

    ABOUT NQPHN:
Northern Queensland Primary Health Network (NQPHN) is an independent not-for-profit primary health organisation, funded by the Commonwealth Department of Health, tasked with coordinating primary health care services for the Mackay, Townsville, Cairns, Cape York Peninsula and Torres Strait regions.
NQPHN will coordinate primary and preventive healthcare that is, the healthcare that takes place outside of a hospital, such as GPs, allied health, chronic disease management, aged care, mental health and Aboriginal and Torres Strait Islander health. Primary health care is recognised as the most effective way to keep communities and individuals healthy and well.
    ABOUT THE OPPORTUNITY:
Following the completion of a needs assessment and ongoing consultation, NQPHN has identified the need to commission a transitional pre- and post- youth detention centre release program which aims to support young people with AOD issues who are exiting youth detention, to access community based drug and alcohol rehabilitation / treatment services.
The program aims to focus on the Cleveland Youth Detention Centre (CYDC), based in Townsville, as there are currently no services of this kind there at present and the CYDC operates as a Northern Queensland detention hub for young offenders.
Requests for proposals are sought for the implementation of a service model with the aim of targeting young people to access post-release support in the community, with a focus upon AOD issues but extending support to ensure re-integration into community inclusive of employment, accommodation, education and training, living skills, health and wellbeing, family and community links. The focus of support required is upon harm reduction and reintegration back into the community. This will require regional collaboration for young people who return home to the wider northern Queensland geographical area.
    ENQUIRIES:
After the RFP is open to the public, enquiries are only to be submitted in writing (see online forum option below).
Applicants seeking guidance on the eligibility of their project are encouraged to submit an enquiry via Tenderlink. NQPHN recognises that this information may be commercial in confidence and will not publish responses to these enquiries unless the response has broad applicability.
If NQPHN receives a query that it deems will affect the applications of all Applicants, this advice will be posted on our e-Procurement portal www.tenderlink.com/nqphn and notification provided via the mailing list. All Applicants are encouraged to subscribe to our notification email list via www.tenderlink.com/nqphn.
CLOSING DATE AND TIME: Request for Proposal closes at 2pm Friday the 3rd of March 2017 and submissions must be fully received by this time.
