THE ADELAIDE PHN is requesting proposals from service providers for the provision of the Adelaide Respiratory Health Project (ARHP).
The ARHP will support the development and/or delivery of solutions which aim to improve outcomes for people living with COPD and asthma, build the capacity of service providers to deliver safe and effective care, and demonstrate reductions in preventable hospitalisations for COPD and asthma in the Adelaide PHN region.
Adelaide PHN is one of 31 independent organisations nation-wide that are funded by the Australian Government to coordinate and improve primary health care services in their local areas.
The Australian Government's objectives for PHNs are that they will:
1. increase the efficiency and effectiveness of health services for patients, particularly those at risk of poor health outcomes; and
2. improve coordination of care to ensure patients receive the right care in the right place at the right time.
APHN reaches from Sellicks Hill to Angle Vale and from the foothills to the sea. It encompasses a community of some 1.2 million people.

Description: The National Disability Insurance Scheme (NDIS) and Commonwealth aged care reforms both come into full effect in South Australia from 1st July 2018 enabling clients to buy services from the provider of their choice. DCSI currently provides a range of disability and aged care services to over 16,000 clients and in response to the implementation of the Commonwealth reforms affecting these services a decision on the future of DCSI's disability and aged care services was made by the South Australian Government, which includes:· Transition of supported community accommodation services (i.e. group home accommodation into a commercial trading entity within government).
· Incrementally transfer responsibility for the provision of Domiciliary Care and the remaining disability services (excluding Highgate Park) to the non-government sector when the following criteria can be met for each service and geographic location:
· Continuity in client services (to ensure there is no lapse in service delivery to clients).
· Maintenance of service quality and safety standards.
· Retention of skilled and experience employees in the aged care and disability sectors.
· Protection of key employee terms and conditions, as far as possible.
· Expansion of the not for profit sector or the retention of public value in the state economy.
To facilitate Government decision making on these directions, four scoping studies, informed by engagement with staff, clients, unions and the market, are required to be developed for the following areas of DCSI:
· Adult Community Support Services: provision of therapy and case management services to adults with a disability within metropolitan Adelaide and Country Regions.
· Child and Youth Services: provision of therapy and case management services to children with a disability predominately within metropolitan Adelaide and Country Regions.
· Equipment Services: provision of equipment services across sections of the disability, ageing and health sectors.
Subject to resources, a separate scoping study will also occur for supported community accommodation services which provides supported community accommodation services (24/7) within metropolitan Adelaide and country regions, to transition into a commercial trading entity.

Description: As a result of significant change in aged care since 2012, the Department for Communities and Social Inclusion (DCSI) has been transitioning Domiciliary Care Services (DCS) towards a cost recovery model in line with competitive neutrality principles. As a result, Domiciliary Care no longer provides complex care packages under the funding provided by the Commonwealth Government (Commonwealth), in line with the Commonwealth Home Support Programme (CHSP).
DCSI's contract with the Commonwealth for the delivery of basic home support services, under the CHSP, expires on 30 June 2018 and it is possible that DCSI will not receive a future contract for the provision of these services.
The aged care services sector is robust and growing, with the Non-Government Sector (NGS) offering a large range of support that includes but is not limited to basic care, more intense support, and residential care.
To protect the integrity of DCS, including client and employee continuity, Cabinet has approved the proposed transfer of DCS to a NGS services provider(s) prior to 30 June 2018.
To facilitate this transfer Cabinet has approved the Department of Treasury and Finance's (DTF) Commercial Projects Group (CPG) to undertake engagement with the market, including subsequent procurement processes, in consultation with DCSI.
The first stage of the engagement with the market will be a Market Sounding process led by the CPG.

Description: The Government of South Australia, through SA Health ('the State') has committed to the development of a new Royal Adelaide Hospital (new RAH) to replace the existing Royal Adelaide Hospital. The New RAH will provide world-class health care and facilities for South Australians. Located on North Terrace, construction is currently scheduled to be completed in the first half of 2017. The new hospital will replace the existing Royal Adelaide Hospital which opened in 1840.
The new RAH will be the State's flagship public hospital and also its biggest. The hospital is expected to see more than 80,000 admissions per year. The hospital will have 800 beds (700 multi-day beds and 100 same-day beds) and 100% of overnight patient rooms will be single bedrooms. There will be more operating theatres, intensive care beds and emergency care capacity.
The Project requests a formal offer for the provision of a Director, Change Management with extensive change management experience commencing in March 2017 to lead change management for the Project to ensure that project objectives are achieved.
The resource will work closely with the new RAH Project Director to create and implement transformational plans to achieve identified change management objectives.
