    Description: With over 3,600 staff and covering an area a quarter the size of Victoria, Bendigo Health Care Group (BHCG) is a 653 bed service that annually:· treats over 42,000 in-patients;
    · admits more than 1700 children aged under 16 years to our Child and Adolescent Unit;
    · deals with over 50,000 emergency attendances, including almost 11,000 ambulance arrivals to the Emergency Department;
    · delivers more than 1,300 babies;
    · conducts almost 82,000 outpatient appointments.
    These services are complemented by a 60-bed rehabilitation unit, ten bed critical care unit and five operating theatres where more than 12,500 surgical procedures are performed annually.
    The organisation provides services in emergency, maternity, women's health, medical imaging, pathology, rehabilitation, community services, residential aged care, psychiatric care, community dental, hospice, palliative care, cardiology, cancer services and renal dialysis to the people of the Loddon Mallee region.
    The three main campuses of BHCG are in Bendigo, with many services extended to regional settings including areas such as Mildura, Echuca, Swan Hill, Kyneton and Castlemaine. Demand on services is increasing rapidly with Bendigo being one of Victoria's fastest growing regional cities. BHCG and the Victorian Government are committed to delivering high quality health-care to the community of Bendigo and the greater Loddon Mallee region, with a substantial investment to deliver a new Bendigo hospital scheduled to open in early 2017.
    When the new hospital opens in early 2017, it will progressively increase the operational capacity over the next five years to include:
    · 372 inpatient beds;
    · 72 same-day acute beds:
    · An 80 bed integrated psychiatric inpatient unit, including a five bed mother and baby unit;
    · 11 Operating theatres;
    · A Regional Integrated Cancer Centre.

    South Eastern Melbourne PHN (SEMPHN) is pleased to invite proposals from organisations to provide low intensity mental health services for the SEMPHN catchment for implementation by Wednesday, 1 March, 2017.
    ABOUT THE TENDERER: SEMPHN was established in July, 2016 and is one of a nationwide network of Primary Health Networks (PHNs) that have been created as part of the Australian Government's current National Health Reforms. PHNs have the key objectives of increasing the efficiency and effectiveness of health services for patients, particularly those at risk of poor health outcomes, and improving coordination of care to ensure patients receive the right care in the right place at the right time.
    The SEMPHN catchment encompasses an area comprising 1.4 million people and stretches from St Kilda to Sorrento and as far east as Bunyip, including the major population hubs of Monash, Dandenong, Moorabbin, Caulfield, Cranbourne, Frankston and Pakenham.
    As a lead site for primary mental health care, SEMPHN is charged with the development and modelling of innovative approaches to regional planning, integration and stepped care in primary mental health care. This includes innovative approaches to pilot low intensity mental health care interventions, specifically a range of peer-based community support initiatives to support the mental health needs of the region.
    ABOUT THE TENDER: Commissioning Low Intensity Mental Health Services.
    SEMPHN is seeking an interested organisation to deliver via a pilot the following peer-based community support initiatives:
    - Telephone and email based helpline.
    - Peer training, education and support.
    - Peer online forum.
    - Website portal with access to digital resources.
    SEMPHN is seeking to fund an organisation that can demonstrate they are highly skilled in training, engaging and developing peer support workers in the delivery of low intensity mental health interventions, in a nominated region within the SEMPHN catchment from March 1, 2017 to 30 June 2018. The delivery of these initiatives will have a focus on either Dandenong, Frankston or Port Phillip.
    Funding is available to organisations that can demonstrate operational capacity to expand on existing services and pilot these initiatives. Organisations that have expertise in training, engaging and developing peer workers in the delivery of low intensity mental health interventions are encouraged to apply. The total funds available to pilot the peer-based community support initiatives during the contract period in the SEMPHN catchment is $500,000.

    ABOUT THE TENDERER: SEMPHN was established in July 2016 and is one of a nationwide network of Primary Health Networks (PHNs) that have been created as part of the Australian Government's current National Health Reforms. PHNs have the key objectives of increasing the efficiency and effectiveness of health services for patients, particularly those at risk of poor health outcomes, and improving coordination of care to ensure patients receive the right care in the right place at the right time. The SEMPHN catchment encompasses an aea comprising 1.4 million people and stretches from St Kilda to Sorrento and as far east as Bunyip, including the major population hubs of Dandenong, Moorabbin, Caulfied, Cranbourne, Frankston and Pakenham. As part of the SEMPHN AOD plan, a mix of service intervention modalities in primary care and specialist AOD services are being commissioned that focus on early intervention and ensure improved access for clients and, where specified, take a placed based approach consistent with findings in our needs assessment report.
    ABOUT THE TENDER Commissioning Alcohol and Other Drugs (AOD) Services
    As part of its AOD plan, SEMPHN will commission a mix of service intervention modalities in primary care and specialist AOD services that focus on early intervention and ensure improved access for clients and, where specified, take a place based approach consistent with findings in our needs assessment report.
    The priority areas are outlined in the below;
    Reduce adolescent use of alcohol within the LGAs of Bayside, Cardinia and Mornington Peninsula
    Improve service access to AOD treatment options and drug use in the cities of Port Phillip and Greater Dandenong
    Improve the system response for at risk populations involved in illicit drug use, addressing Hepatitis C rates in the cities of Port Phillip, Greater Dandenong and Frankston
    Provide early intervention and diversion services for young people from ongoing substance abuse across the SEMPHN catchment.
    Submissions from interested applicants can propose an activity or activities that address one, multiple or all priority areas identified above. Proposed activities can involve the expansion or replication of existing services in identified high need areas, or an enhancement of existing services to increase capacity and meet demand.
    Successful organisations are expected to commence operation by Wednesday, 1 February 2017 for a period of 12 months, with a possible extension subject to performance.

    Two grant funding streams are available:
    1. Expressions of Interest for grants of up to $20,000 to provide seed funding to support the development of community-based health promotion and prevention projects that can be embedded into ongoing practice. Grants will be awarded for innovative projects that are aligned with Gippsland PHN strategic objectives, principles and identified health priorities.
    2. Expressions of Interest of for grants up to $25,000 for innovative solutions from health providers, including but not limited to GPs, allied health providers and pharmacists, to deliver innovative after-hours services that will assist to decrease the rate of primary care presentations to the region's Emergency Departments.
    Projects delivered through these grants must be completed by 30 June 2017 and be able to demonstrate that the seed funding has enabled the project's activities to become part of business as usual activities therefore contributing to health system improvement for Gippsland.
