North Western Melbourne PHN is inviting applicants to tender to be the lead agency of the new headspace site in Melton.
The current Government's Policy to Strengthen Mental Health Care in Australia, identifies headspace services as the Government's preferred model of delivering early intervention mental health services for young people aged 12-25 years. Lead agencies are commissioned by the local PHN to develop and deliver a headspace Centre and service using local partnerships and through developing community capacity.
The progressive upscaling of headspace centres across Australia provides a unique opportunity to build on a well-established model and allow for the reorientation of the health service to the needs of diverse communities.
headspace centres are designed to improve the mental, physical, social and emotional wellbeing of young people in Australia. The national network of headspace centres aim to provide holistic, youth friendly, primary mental health services for young people aged between 12-25, that are delivered, in the main, in a "one stop shop." The headspace centre service model has an early intervention orientation and comprises at a minimum, four core service streams: mental health, physical / sexual health, drug and alcohol and educational / vocational services.

SEMPHN is seeking general practices in all areas of Rosebud, Rye, Sorrento, Dromana, McCrae, Red Hill and Balnarring to expand their face-to-face after hours services in specific defined Peak Periods of time namely:
First Peak Time Block 01 December 2017 to 2 February 2018, approximately 9 weeks in total (64 days)
Second Peak Time Block , 30 March 2018 to 21 April 2018, approximately 3 weeks in total (23 days)
Practices can apply to expand their services in one or both of the defined Peak periods of time. You can propose a time period which differs from the above.
Grants up to $45,000 (ex. GST for a maximum and combined periods of time as deemed reasonable for the funding applied) are available to general practices to expand their after hours services by a minimum of 8 hours per week during the sociable and unsociable after-hours period in the defined peak time period blocks.
Practices applying are required to:
Nominate the cost they are proposing against the time block they are applying, for them to commit to expanding their NORMAL OPENING HOURS and provide at a minimum, their NORMAL SERVICES for one or both Peak periods of time' PER WEEK a:· minimum of 3 hours per week in the AH period WEEKDAYS
· (ADDITIONAL to the NORMAL Practice opening hours); and
· a minimum of 5 hours per week on in the AH period on the WEEKEND (ADDITIONAL to the NORMAL** Practice opening hours).
Note: If you are not currently open on Saturday morning, his could account for these required additional weekend hours.
Note: Practices applying must agree to open for a minimum of 4 Hours on public holidays (Christmas Day and Good Friday may be excluded) within the nominated defined peak period of time.
Normal opening hours of general practice applying is deemed to mean in the context of this Tender and all related documents:
· The hours the practice normally opens to provide its services that has been consistent for the last 6 months and if different,
· The opening times applied in the defined time specific block in the previous year as that being applied for in this tender.
To support general practices to expand their operating hours, the funding may be available for:
· Marketing or promotional activities to enhance community awareness of AH services (e.g. online, signage, brochures, advertising)
· AH operational and or security costs
· Staff costs for a nurse and or administration
· Short-term costs associated with General Practitioner support as patient numbers build (time-limited)
Recruitment of General Practitioner(s) and/or miscellaneous GP assistance aimed at retention or supervision of registrars or overseas trained doctors.
These grants are the fourth round of SEMPHN's after-hours funding, and are in response to the established need to increase effective, affordable and accessible face to face after hours general practice services in these areas.

PROVISION OF SERVICES TO A PREVENTION AND RECOVERY CENTRE.

Description: Consistent with the Mental Health Act 2014, Prevention and Recovery Care (PARC) services provide consumers with the best possible care and treatment, appropriate to their needs, in the least restrictive environment possible. PARCs are designed to provide active specialist mental health assessment and residential treatment in safe, time limited 'home like' accommodation.
Through an early intervention, relapse prevention and management model PARCS are an option for people who are becoming unwell or who are in the early stages of recovery from an acute mental illness. A PARC facility provides an option for people who would benefit from a short period of additional support to strengthen their biological, psychological and social well-being. PARCs are a recovery orientated service which deliver both individual and group structure programs to promote recovery, independence in activities of daily living, engagement with community supports, consolidate treatment plans and help people resume their role in the community.
In the service continuum, PARCs sit between psychiatric inpatient units and the provision of intensive community treatment in a consumer's usual place of residence. PARC services are not a substitute for an acute inpatient service. Consumers can access PARC services in a 'step-up' capacity, from the community, or in a 'step-down' capacity from the Acute Psychiatric Inpatient Unit. All PARC participants are registered consumers of the Area Mental Health Service. The Warrnambool PARC is located in a community setting at 18 Moore Street, Warrnambool.

Eastern Melbourne PHN (EMPHN) is implementing the 'stepped care' model for primary mental health care across the catchment and this will be phased over an 18-month time-period. The first phase of the 'stepped care' model will be in the areas of City of Whittlesea, Shire of Nillumbik, City of Banyule and parts of the Shires of Mitchel and Murrindindi. The 'stepped care' model will be most effective when service providers are integrated and connected. On this basis, EMPHN is seeking to engage with one or more organisations to deliver the Service (the 'Service Provider/s') and therefore should not be limited in approach by LGAs as they must be able to effectively straddle equity of access and equitable distribution of resources. EMPHN is seeking a shift in a response for clients along a continuum of acuity. This will, by default, call for a shift in the design of services and how practices and new modalities are delivered.
EMPHN is seeking a Service Provider/s to deliver a whole of service model for stepped care.
The successful Service Provider/s will be contracted from January 2018 until 30 June 2019. This commencement date will take into consideration a 'service establishment period', with the Services to 'go live' and be delivered from January 2018 through to 30 June 2019 (subject to confirmation of funding from the Commonwealth Department of Health).

The RIPERN (Rural and Isolated Practice Endorsed Registered Nurses) Scholarship Grants aims to support the expanded scope of practice of acute nursing staff in rural communities within the Murray PHN catchment. For this grant round, there are packages of up to $10,000.00 (ex GST) each to cover the cost of training and related incidental expenses.

Description: The Department is seeking responses to this Request for Tender (RFT) 334953 for the provision of health services and medical assessment programs, that create synergies between these two service areas, whilst also meeting legislative requirements.
To provide an end-to end program for employees (and Emergency Delivery Partners), that encompass a range of health services and medical assessments. The program aims to mitigate illness and injury, prevent harm and promote wellness to optimise the health, safety and wellbeing of employees.
The successful provider/s will have demonstrated relevant experience and qualifications for the deliver of all services detailed in Part B (the scope) and in addition be expected to provide advisory services and innovative solutions in improving the health and medical requirements of the business.
DELWP intend to offer a three (3) year contract with an option to extend for up to two (2) annual extensions subject to performance and commercial reviews.
