    DEPARTMENT OF DEFENCE. FIGHT RECORDER CONCEPT.
    ATM ID: NGTF-17-SNR-EHP-0001.
    Agency: Department of Defence - DSRG.
    Close Date & Time: 30 March 2017 at 5.00 pm (ACT Local Time).
    ATM Type: Request for Proposal.
    Description: The Fight Recorder is a wearable device that captures and transmits critical battlefield event data.
    Battlefield casualty survival and recovery is closely tied to response time, and to the tailoring warfighter systems to better mitigate emerging threats. The "Fight Recorder" reduces response time by alerting recovery and support teams in event of a casualty and delivers vital information required to effectively examine and enhance the performance of the warfighter's ensemble through event reconstruction. Recent technological advances make the development of the Fight Recorder feasible. Key enabling technologies include advances in wearable hardware platforms (satellite geolocation, enhanced sensor capabilities, prolonged battery life, low cost, and continued miniaturisation) as well as the development of sophisticated data analysis capabilities (e.g. machine learning).
    The envisioned Fight Recorder is a small lightweight device unobtrusively worn by the warfighter. It incorporates an emergency beacon that once activated (by the wearer or a medic) the device establishes connectivity with a low Earth orbit satellite network and transmits geo-location along with the relevant incident data to trigger predefined incident response. In addition, it captures data required for meaningful incident investigation, and provides first hand insight into the demands of military operations. The device preserves the recent history of the 'fight' through the recording of dozens of parameters collected several times per second. The Fight Recorder gives an accurate testimony, reproducing the warfighter's gross body movement history, to assist in any later insight analysis or investigation.
    The Fight Recorder has the potential to be a game changing technology for the ADF and this capability exploration activity provides the means to more fully explore the feasibility of the concept. In addition to the benefits for the warfighter, this technological innovation is expected to provide benefits in other contexts including emergency services, law enforcement agencies and the private sector.

    Mosman Council (Council) requires professionals to develop architectural renderings for the adaptive re-use of the Allan Border Oval Pavilion building in Mosman. Council recognised the need to improve the existing building/rebuild a new building in order to accommodate the needs of stakeholders and investigated three (3) potential re-use options as follows:

    1. Option B: Alter and refurbish the existing building possibly with minor additions to accommodate the sports facilities, public toilets and ground keepers storage. Relocate child care centre to a new, separate building;

    2. Option C: Demolish the existing Pavilion and rebuild a new facility to fit all facilities in one building; and

    3. Option D: Alter and refurbish the existing building, with additions as required to accommodate all facilities, including the sports facilities, public toilets, child care centre and ground keepers storage.
    The aforementioned options are to be used as basic guidelines for the renderings. The required renderings encourage the creativity of professionals to depict the external of the building options in the existing landscape as there is no current external building design.
    Further information on the proposed options is attached accordingly to A6.

    Note:
    - The Allan Border Oval is a heritage listed item;
    - Renderings of the external building required ONLY; and
    - No internal building design required.
