The City is seeking to form a panel of pre-qualified suppliers who will be engaged to provide 'dry hire' of road construction equipment on an 'as required' basis of equipment the City does not own or operate.
As the rates for each panel member will be known, quotations will not be sought from individual panel members, but rather, selection of panel member will be determined allowing due consideration for the following
- Accepted price and hourly/unit rates; and
- Availability to meet the City's schedule and timing of works.
The City shall award the Contract so as to ensure the panel consists of a minimum of two (2) and a maximum of four (4) suppliers at award. Where the minimum number of suppliers cannot be arranged through a value for money decision or insufficient responses, the City will undertake an alternate procurement process.

Council initially established a Register of Pre-qualified Suppliers for Plant Hire (Wet and Dry) in April 2017 with the aim of enabling more efficient procurement processes.
The existing ROPS Agreement has been extended for those already on the Register (those having signed agreements with Council will have received Notification of Extension correspondence recently).
The Refresh of the ROPS (Plant Hire) is aimed at securing the following outcomes:
1) Allowing existing Suppliers the ability to add additional plant or new categories of plant to the Register;
2) Providing local/regional Suppliers of Plant (Wet and Dry Hire) not already on the Register the opportunity to be on the Register.
Please note, in establishing a Register of Pre-qualified Suppliers, Council is required to review whether Suppliers have the technical, financial and managerial capability necessary to perform contracts on time and in accordance with agreed requirements.
The inability to complete a conforming submission will make it difficult to satisfy the above requirement.
The Surf Coast Shire Council invites tenders from experienced contractors to provide wet plant hire services of fully maintained plant and equipment, including all labour for short term periods to supplement Councils own plant for road construction, open space maintenance and other maintenance works as required.
To be considered for this Tender, Tenderers are required to have been operating as a business for a minimum of 5 years in relation to the type of plant offered.
The Contract will operate on a schedule of rates basis for a period of 3 years.
Contractors are to note this contract is NOT for Cartage of Water and Quarry Products, or for the Dry Hire of plant and equipment.
Details of the project and the scope of works are set out in the tender documentation.
All Tender enquiries are be submitted via the TenderLink Forum. Only queries regarding confidential issues are to be made directly to the Contact Person :

Tenders not complying with the requirements - for example, tenders submitted by facsimile or email, will not be accepted.
It is the Tenderer's responsibility to ensure that correct lodgement occurs. Submissions not conforming to these conditions may not be accepted, in the absolute discretion of Council.
