A description of pricing and phasing requirements is provided in Appendix B, Section 6. ACCIDENT COMPENSATION CORPORATION. PROFESSIONAL SERVICES FOR DUNEDIN DEVELOPMENT PROJECT.
    RFx ID: 18259697.
Close Date: Friday 27 January 2017 at 4.00 pm.
    Request for Proposals (RFP).
Overview: This opportunity in a nutshell:
ACC is considering amalgamating its three Dunedin offices into a single location.
ACC has evaluated accommodation options in the target area and its preferred approach is to use its space requirement and its credentials as a potential anchor tenant to trigger a new development in central Dunedin. ACC has identified a target site owned by Dunedin City Council (DCC) and DCC has expressed support for the development proposal on the basis the development incorporates a significant car park component. ACC and DCC are also considering the inclusion of a medical centre in the development and other potential users of office space.
The project is required to be completed and ready for occupation by June 2019. ACC Investments wishes to proceed with the detailed design, specification and documentation of the development in order to achieve this deadline, however will focus the initial aspects of this work on examining the commercial feasibility of the proposal. ACC has organised the project into two stages as follows:
Stage 1: User requirements and project definition, engineering and design, specification, cost/pricing and viability, consents, documentation, contracts, funding, approvals and project commitments.
The early aspects of this work will focus on concept design, indicative project/occupancy costs and project feasibility, this aiming to give the parties confidence as to the viability of proceeding with the balance of stage 1 and construction of the project.
Stage 2: Physical construction, administration, management, delivery, completion.
    What we need:
ACC is seeking to secure professional services for the project and at this stage intends appointing providers of lead design, geotechnical and structural engineering, quantity survey and project management services. Other professional services will be included as the project evolves.
ACC's preference is to secure separate providers for each of these services, but is open to considering any synergies which may result from a single provider delivering more than one of the services required.
The purpose of this RFP is to seek proposals for the provision of the professional services as outlined in Section 2.

    ABOUT UNSW:
Established in 1949, the University of New South Wales is one of Australia's leading research and teaching universities. UNSW is a founding member of the Group of Eight research intensive universities in Australia. For more information about UNSW, please refer to the website at www.unsw.edu.au

    ABOUT SIRF:
UNSW Solar Industrial Research Facility (SIRF) goal is to increase the value of UNSW's research to manufacturers. It adds value by enabling research on industrial scale equipment and processes. This shortens the learning feedback loop for applying research to manufacturing and demonstrating the technology.

Partnerships with companies (Roth & Rau, Suntech, CSUN, REC, BT Imaging, LG, Sunrise) and government (ARENA) allowed the installation of the initial pilot manufacturing capabilities in 2014. Since then some equipment has been added.

The "Torch Innovation Precinct" (Torch) initiative intends to set up a collaboration precinct by 2020. It will bring together the research community, industry, entrepreneurs, government and investors. The aim is to foster innovation and speed up commercialisation of new technologies.

Starting in 2016, a "prototype incubator" of the Torch Precinct will be set up on UNSW campus. The SIRF is planned to be part of this prototype, since it is designed for industrially relevant R&D, and is currently up and running.

There are a number of tools that need to be installed to increase its value as part of the prototype incubator. In particular, industry partners and SME entrepreneurs need to be able to complete their experimental work in the SIRF lab.

    ABOUT THE EOI:
Respondents are invited from select suitably qualified Contractors for the provision for the Expression of Interest (EOI) in becoming prequalified to be on a Panel of Specialists to be able to receive and respond to Request for Tenders (RFT) for specialist works for the SIRF Torch project on the following capabilities: design, construction, design and construction, maintenance and peer review. The works will be on the upgrade of the SIRF facility comprising a number of additional process tools that will add capability to the SIRF facility in the areas of Advanced Hydrogenation, PERC and PERL processing and increasing the throughput and reliability of the line. This work will be completed in packages, with the exact timing and make-up of each package depending on tool availability (some of which are still under development), research priorities and the staged release of funds. The works are described in the attached EOI documentation. A Panel of Specialists will be created for each capability.

    REGISTRATION:
EOI documents must be obtained after pre-registration on the UNSW Website (see option below).

All enquiries in relation to this EOI should be directed to the online forum (see option below). UNSW staff are unable to respond to verbal enquiries in relation to this EOI.
