Hamilton City Council is seeking tenders from suitably experienced parties for the delivery of the programme of playground and asset renewals planned for March 2017 to June 2018.
New playground design and installs are planned for Steele Park, Fairfield Park, Grosvenor Park, Te Kooti Park and Flagstaff Park neighbourhood playgrounds, as well as under-surfacing at Tauhara Park, along with one-off renewals at various neighbourhood and destination parks as required due to asset failure or end of life renewals (the "Contract Works").

The objective of this work is to create a youth play space providing new and innovative play opportunities for a variety of user groups at Puketawhero Park, 482 Te Ngae Road, Owhata, Rotorua. The components in this contract cover a skate park, custom timber and concrete seating, concrete pedestrian areas and walls along with earthworks to create a pump track and to achieve the required surface drainage levels. There are other components to the youth space that will be added at a later stage by others. This is detailed in the Overall Masterplan dwg no. RLCPPO1. The asphalt half basketball court may be implemented by a third party concurrently with the construction phase of this contract. Minor finishing earthworks, spreading of topsoil and grass seeding is excluded from this Contract and will be undertaken by a third party contractor at a later stage.
Rotorua Lakes Council (RLC) has a maximum budget allocated for the work. Subsequently, a number of scheduled items have been included as Provisional in the Contract to enable flexibility to include or exclude components according to pricing outcomes and implementation priorities.
RLC is willing to be flexible on the period of construction provided that the project is completed by 30 June 2017, subsequently, a 50 working day construction period has been allowed.
A superior concrete finish is critical to the on-going success of the skate park. This has been proven by the success of the HDC CBD skate plaza in William Nelson Park - Hastings and concrete finishing at the Marine Parade Redevelopment Concrete Skatepark - Napier. This contract requires the same high level quality of finish as the above mentioned examples. The successful tenderer and/or their subcontractor must have relevant experience with concrete work and be able to provide examples of high quality workmanship and finishing of concrete to be considered as a conforming tender.
Work involved in the construction of the skate park and other components within this Contract include:· Demolition of existing skate park features and concrete slabs where required
· Minor earthworks including the relocation of the existing pump track
· Excavation and backfilling of the skate component of the site area to the required levels
· Construction of the skatepark extension with features
· Construction of concrete walls
· Construction of concrete and timber seats
· Installation of concrete pathways and surfaces
· Implementation of concrete footpath detailing and feature Pou
· Installation of soakholes
· Relocation of a small portion of playground timber edging and post and rail fence
Council may potentially be able to source the timber material for the seating (1.2 m box seats, 2.5 m and 6 m long concrete and timber seats). To allow for this, Items in 8.0 have been separated into supply only for the timber and the remainder of the work has been included in a separate item.
The contract has been prepared in conjunction with skate park designer Richard Smith from Rich Landscapes, who has prepared all the skate park plans and specifications. Rotorua Lakes Council have prepared all the information covering the remainder of the youth space components.
