    Overview: We currently use several applications and manual solutions to manage the funding we allocate to over 700 tertiary education organisations (TEOs). These solutions are fragmented and complex, making it difficult and time consuming to manage funding information. In particular, we use a large number of complex spreadsheets to support our funding processes.
    To mitigate the risks that our current solution creates, we have initiated the Funds Management and Payments (FMP) project to:
    1. Implement an integrated solution that provides better financial control, transparency and efficiency across our funding information and processes
    2. Make our financial management system (TechnologyOne) the master information source for appropriations and TEO funding allocations
    3. Introduce new capability to manage funding rules and detailed delivery calculations in a single application
    4. Provide readily available reporting on the allocation of funding
    5. Provide workflow support for payment approval processes
    6. Reduce the complexity of and the amount of data held in our Data Warehouse
    7. Establish efficiencies through the scheduling of our interfaces
    8. Establish an end to end business owner resulting in better control of process and system changes
    This is a substantial project introducing new applications and interfaces. It requires changes to our data warehouse, financial management system, reporting, master data management and business processes.
    A key component of our future design is a Job Scheduling application to automate our background processes. We require the application to manage the interfaces required to support FMP. In the longer term, we will look to extend scheduling across our other applications.
    This RFP is for the procurement of the Job Scheduling application. In addition, we require the successful Respondent to work with our staff during the design and delivery phases to:
    1. Provide training for members of the project team
    2. Provide advice on how to integrate the Job Scheduling application into the design of our interfaces
    3. Design of the job scheduling
    4. Help with the infrastructure design (as part of our wider FMP infrastructure design)
    5. Plan for the delivery phase

    The National Heavy Vehicle Regulator (NHVR) administers Heavy Vehicle National Law (HVNL), provides leadership and drives sustainable improvements to safety and productivity outcomes across the heavy vehicle road transport sector and the Australian economy. In achieving our objectives, we are responsible for minimising the compliance burden on the heavy vehicle road transport industry and contributing to the reduction of duplication and inconsistencies across state and territory borders in relation to heavy vehicle regulation.
    The PBS team administers the PBS scheme on behalf of the NHVR. The PBS is an innovative approach to heavy vehicle design and construction that encourages high productivity vehicles to be designed and built based on performance rather than on compliance with prescriptive standards.
    The team evaluates and processes PBS applications and provides technical expertise to maintain and improve the scheme. This is a key business function of the NHVR that delivers on our commitment to improve heavy vehicle safety and productivity.
    The PBS scheme offers the heavy vehicle industry the potential to achieve higher productivity and safety through innovative and optimised vehicle design. PBS vehicles are designed to perform their tasks as productively, safely and sustainably as possible, and to operate on networks that are appropriate for their level of performance. The basic principle of PBS is matching the right vehicles to the right tasks.
    PBS vehicles are tested against 16 stringent safety standards and four infrastructure standards to ensure they fit the existing road network and are safe. The scheme has been in operation since October 2007.
    The NHVR is undertaking this Request for Information (RFI) process to engage the market early and identify simulation software capable of performing dynamics analysis of heavy vehicles under a wide range of conditions (hereinafter referred to as the 'Solution'): · Specifically for the PBS scheme;
    · Other use cases that include (but are not limited to) assessment of heavy vehicles as a precondition to granting access to road networks; and
    · To inform policy decision-making as it relates to the PBS scheme, heavy vehicle access to road networks, and development of new productivity and safety initiatives.
    The NHVR invites the market to provide information in relation to solutions that can meet the needs of the NHVR:
    · Off-the-shelf through delivery of pre-built capability; or
    · Through configuration by one or more Suppliers and/or NHVR staff; or
    · Through customisation by one or more Suppliers; or
    · Any combination of the above.
    The key drivers for the NHVR are:
    · Operational efficiency. For example, capability to:
    · Rapidly deploy the Solution;
    · Create and maintain custom libraries to enable efficient reuse of data and minimise data entry double-handling;
    · Rapidly create new simulations for emerging heavy vehicle configurations and environment variables;
    · Value-for-Money (VfM).
    The NHVR is also open to receiving information in relation to:
    Alternative solutions. That is, solutions that will deliver the outcomes required by the NHVR in an innovative manner;
    Value-add products and services. That is, products and services that can be supplied to the NHVR at no extra cost if the NHVR were to procure the Solution in a subsequent tender process;
    Complimentary products and services. That is, products and services that can be supplied to the NHVR at cost if the NHVR were to procure the Solution in a subsequent tender process (for example, additional modules that will integrate with the Solution); and
    Any other information that the market deems appropriate to provide.
