    Tender Overview: The purpose of this engagement is to design and build phase 1 of the identified people streams of work in order to commence a workforce behavioural shift and capability uplift.
    The objectives / outcomes QBCC wish to achieve through this initiative are through three phases:
    The first phase, will focus on:
    (a) developing QBCC's leadership capability framework including identifying or articulating a set of key leadership capabilities or qualities which are relevant and appropriate for QBCC; and
    (b) assisting QBCC in developing a set of key performance indicators or other measures to enable QBCC to:
    i. critically assess the return on QBCC's investment in the development of QBCC's leadership team; and;
    ii. assess the effectiveness of QBCC's leadership capability framework generally
    iii. identify a range of benefits that can be measured to track the success of implementing a leadership development program
    The work in first phase will set the foundation to enable the second phase to focus on developing a formal leadership development program for QBCC which could include, but by no means would be limited or restricted to, a plan for completing leadership development activities such as theoretical training modules or workshops, coaching, team teaching or mentoring, behavioural assessment exercises or psychometric testing.
    From the second phase, QBCC is expecting to develop artefacts (which will include training plans, development plans, other supporting tools, assessments and procedures) which will enable QBCC to embed the leadership capability framework and leadership development program into the organisation and perhaps incorporate or reference these frameworks in QBCC's recruitment and selection processes for potential leaders coming into the organisation, or for staff seeking promotion to the leadership level within the organisation.
    It is expected that the completion date for the second phase must be completed by 30 June 2017.
    The third phase, to commence from 1st July 2017 is to deliver the 'first round' of the leadership development program to QBCC's current leadership teams.
    The primary objective of this engagement is to create a behavioural shift in the QBCC's leadership team and to realise uplift in QBCC's leadership capability.

    Description: The Public Health and Chronic Disease Grant Program provides a flexible funding pool to fund projects aimed at reducing the incidence of chronic disease, to support the early detection and prevention of cancer through screening, and to provide funding for chronic disease management, support and palliative care services. The National Palliative Care Projects form part of this program.
    The Australian Government is seeking applications from eligible entities for grant funding activities to support activities under the National Palliative Care Projects (NPCP). The aim of the NPCP are to develop and deliver national palliative care projects that encompass one or more of the following:· Education and training;
    · Quality improvement;
    · Advance care planning;
    · Palliative care data and planning;
    · Information exchange;
    · Community awareness;
    · Research;
    · Best practice service delivery; and
    · Advocacy
    Total funding of up to $45.4 million (GST exclusive) is available over the period July 2017 to June 2020. Funding will generally be provided over multiple years to accommodate more enduring projects.
    Legislative Authority: The legislative authority for palliative care grant funding is provided by item 183 in Part 4 of Schedule 1AB of the Financial Framework (Supplementary Powers) Regulations 1997.
    The Item was registered on 14 November 2016 and is subject to a disallowance period that expires on 20 March 2017. In the event that the legislative authority is disallowed, no funding agreements can be offered.

    The successful provider will need to offer a full suite of learning and development programs including an eLearning platform, on-site and flexible delivery. Each Council has a variety of training venues that can be utilised for on-site delivery.
    Council requires a service provider who can fulfil the existing training calendar as well as provide advice of emerging trends and opportunities for workplace learning & development. In addition, Council welcome proposals to workshop the schedule of training opportunities as part of the expression of interest process to ensure a tailored program can be included in the submission.
    Council will consider innovative and joint proposals to best address the diversity of programs required, though course content must be delivered by Registered Training Organisations.
