Westernport Water is seeking assistance from an appropriately qualified and experienced party to develop a 5 year sludge management plan for management of sludge at 2 wastewater treatment plant sites and alum sludge from a water treatment plant site.<br/>
The five (5) year plan will guide site operators on requirements annually in order to manage sludge and inform management of the annual requirements to meet operational and regulatory requirements to sustainably manage wastewater and water treatment process by-products. Also, the sludge management plan will be utilised by WPW to determine annual operational and capital cost commitments for each site.
Pukekura Park lies in a central location within the City of New Plymouth. The Park encompasses bush, an outdoor amphitheatre, zoo, nursery and watercourses set within a wider urban catchment. The high amenity and aesthetic qualities of the park deem it a valuable resource to the local community and wider region of New Plymouth. Accumulation of sediment in the lakes is a natural process that has been escalating through urbanisation, is damaging to the park ecosystem and is now becoming aesthetically unpleasant. There is a growing concern within the community and amongst key stakeholders about the water quality.<br/>
Previous sediment removal projects have taken place in 1966, 1976, 1996 and partial removal in the early 2000's. The last attempt was in 2012, unfortunately, the desilting efforts were unsuccessful for a variety of reasons. A comprehensive range of technical and ecological studies were completed in support of this work to better understand the state and makeup of the lake ecosystem. <br/>
Whilst desilting infrastructure improvements were introduced in 2013, the silt build up has continued over the last 9 years and there is now a heightened focus to successfully clean up the problem.<br/>
The starting point is to leverage the experience and knowledge from past efforts and establish an informed understanding of potential solutions. The first stage of the project is an in-depth review of all the information and learnings, a gap analysis on what was and was not previously achieved, agree the new scope, and work in partnership with the chosen contractors to ensure a successful outcome.<br/>
Public and stakeholder interest is high so a comprehensive communication and education strategy will be implemented across the stages of the project. The approach is to engage community interest in the improvements rather than covert execution of the works.<br/>
This request for expressions of interest (EOI) is issued by NPDC. The aim of NPDC in this process is to seek and obtain expressions of interests (EOI) from organisations who are interested in preparing an offer that incorporates the solutions and supply for:<br/>
- Desilting the lakes<br/>
- Disposal services of silt and organic debris
